PTA Invites Stakeholder Feedback On Updated Draft Class License For Provision Of Internet Services

Pakistan Telecommunication Authority has announced the launch of its second round of consultation on the draft template of Class License for the Provision of Internet Services. This updated draft has been prepared after incorporating feedback and inputs received during the first round of consultation conducted in March and April 2024. The revised template is now publicly available on the PTA website at this link, allowing stakeholders and interested parties to review it in detail. By inviting comments on the revised draft, PTA is continuing its consultative approach aimed at ensuring that licensing frameworks for internet services reflect the evolving needs of the telecom sector and consumers across Pakistan.

PTA has highlighted that this consultation process is open to all telecom consumers, stakeholders and organizations that have an interest in the delivery and regulation of internet services. This includes telecom operators, cable TV operators, consumer associations and members of the general public. They are encouraged to review the updated draft and submit their written comments or suggestions to help refine the licensing framework. PTA’s emphasis on public engagement underscores its commitment to transparency and inclusivity in shaping the policies and regulations governing internet services.

According to PTA, all feedback should preferably be sent in soft form to the Director (Strategy & Development) at PTA Headquarters, F-5/1 Islamabad. Submissions can be made through email at consultationsnd@pta.gov.pk. The authority has set October 15, 2025 at 4:30 p.m. as the deadline for receiving comments. By providing this clear timeline and contact information, PTA is ensuring that stakeholders have ample opportunity to contribute their perspectives on how internet services should be licensed and regulated under the updated framework.

This consultation is part of PTA’s ongoing effort to modernize licensing practices in line with market trends, technological developments and consumer requirements. By revising the Class License template, PTA aims to streamline the regulatory process, promote competition and support the growth of internet services across the country. The authority’s call for input from a broad range of stakeholders reflects its recognition that effective regulation depends on collaboration with industry players, consumer groups and other interested parties. Such consultative processes are essential for developing policies that are practical, forward-looking and aligned with the needs of Pakistan’s digital ecosystem.
