PSEB Calls For Proposals To Establish Semiconductor Training Labs Across Pakistan

Pakistan Software Export Board (PSEB), operating under the Ministry of IT and Telecom, has announced the launch of Phase I of the National Semiconductor Human Resource Development Program with a formal call for proposals from qualified vendors. The initiative focuses on the supply, installation, configuration, and technical support of hardware and software required to establish advanced semiconductor training labs across the country. This marks a significant development in Pakistan’s efforts to build a sustainable semiconductor ecosystem, nurturing high-tech skills that are essential for the country’s future competitiveness.

The program is designed to equip students and professionals with hands-on expertise in semiconductor technologies, particularly in integrated circuit (IC) design and system-on-chip (SoC) workflows. By providing state-of-the-art training infrastructure, PSEB seeks to prepare a new generation of engineers and researchers who can contribute to both local industry growth and international technology markets. Establishing semiconductor training labs is not only about skill development but also about creating a foundation for innovation, research, and entrepreneurship within one of the world’s most critical and fast-evolving sectors.

As part of this initiative, PSEB has emphasized the importance of collaboration with capable vendors who can deliver cutting-edge solutions to meet the program’s technical demands. Interested vendors are required to submit proposals by September 4, 2025, at 3:00 PM through the e-procurement platform (EPADS). Complete RFP details have been made available online at this link, while submissions can be made via EPADS. By streamlining the procurement and submission process, PSEB ensures transparency while attracting a wide pool of expertise from across the technology and education sectors.

This initiative reflects Pakistan’s growing ambition to strengthen its position in the global semiconductor landscape. With the rapid advancements in chip design and fabrication, having a strong domestic talent pipeline has become vital for any country aiming to compete internationally. PSEB’s program directly addresses this need by investing in human capital development and creating opportunities for students and professionals to gain industry-relevant skills. In doing so, the program supports Pakistan’s broader vision of becoming a tech destination, enabling the country to contribute to high-value technology supply chains while also fostering indigenous innovation.
