PDA Chairperson Recounts Authority’s Rapid Founding Story

Pakistan Digital Authority Chairperson Dr Sohail Munir has recounted the institution’s rapid founding story, tracing it back to a direct question from the Prime Minister on March 26, 2024, asking how the authority could help advance Pakistan’s digital transformation agenda. According to Munir, government leadership was already convinced of the value of digital transformation at that point, and the central question was how quickly such an institution could be established and made operational.

Less than eleven months later, Pakistan Digital Authority existed in law, was funded, and was fully operational, a timeline Munir described as reflecting the pace at which the institution moved from concept to functioning authority. The Authority was established under the Digital Nation Pakistan Act, 2025, which was enacted on January 29, 2025 with immediate effect, giving Pakistan Digital Authority statutory status as a corporate body capable of entering contracts, holding property, and engaging in legal proceedings.

Under the Act, Pakistan Digital Authority carries a mandate to enable an inclusive digital society, a vibrant digital economy, and proactive digital governance for every citizen of Pakistan. Among its core responsibilities, the Authority develops, implements, monitors, and updates the National Digital Masterplan, including its various sectoral plans, while also issuing and enforcing regulations, guidelines, and standards needed to support that broader plan.

Munir described the journey from a single question posed by the Prime Minister to a functioning national authority within less than a year as a notable example of how quickly institutional change can be delivered when political will and dedicated funding align. The founding story adds context to the string of digital governance initiatives Pakistan Digital Authority has rolled out since its establishment, including its ongoing work on national data registers, its coordination with the Ministry of National Health Services on the Digital Economy Enhancement Project, and its recent engagements with international technology companies including Meta on digital safety and artificial intelligence policy.
