Pakistan’s IT Ministry Launches Six-Pillar AI Policy to Drive Adoption and Global Competitiveness

The Ministry of Information Technology and Telecommunication (MoITT) has introduced a comprehensive six-pillar policy framework to accelerate artificial intelligence adoption and position Pakistan as a competitive player in the global AI arena. The framework is designed to enhance innovation, improve readiness, ensure security, enable sectoral transformation, build infrastructure, and strengthen international partnerships. Officials believe these pillars will serve as the foundation for developing a sustainable AI ecosystem that supports economic growth and technological advancement.

The first pillar, AI Innovation Ecosystem, focuses on tracking the growth of startups and SMEs deploying AI solutions, monitoring AI-driven job creation, and measuring adoption in key sectors such as smart cities, healthcare, and agriculture. Increased investments and funding for AI ventures will be used as indicators of progress. The second pillar, Awareness and Readiness, emphasizes expanding AI-related research and intellectual property through academic publications, patent filings, and dedicated research grants. By prioritizing talent development, the government aims to ensure that Pakistan’s workforce is equipped to meet the demands of a rapidly evolving AI industry.

Under the third pillar, Secure AI Ecosystem, the policy addresses cybersecurity risks, promotes ethical AI practices, and encourages responsible usage through public awareness campaigns. It also includes efforts to digitize and synchronize existing institutional infrastructure such as WAPDA, NADRA, FBR, and the health and education sectors, enabling real-time data sharing for AI applications. The Transformation and Evolution pillar focuses on encouraging AI integration across industries to enhance operational efficiency, decision-making, and service delivery. AI Infrastructure will target the development of national computing capacity, AI hubs, datasets, and locally developed large language models, ensuring that Pakistan has the technical capabilities to support advanced AI applications.

The sixth pillar, International Partnerships and Collaborations, outlines plans for joint research, global partnerships, and active participation in international AI forums. This approach aims to keep Pakistan aligned with global technological progress while creating opportunities for knowledge exchange and co-innovation. By combining domestic capacity building with strategic international engagement, the AI policy framework is positioned to foster an environment where innovation can thrive and AI can be deployed responsibly across multiple sectors.
