Pakistan To Digitize Electricity Detection Billing System To Reduce Overbilling And Consumer Protection

Power Division has decided to digitize and automate Pakistan’s electricity detection billing system in a move aimed at protecting consumers from inflated bills and improving transparency in the power sector. Federal Minister for Power Division Sardar Awais Ahmad Khan Leghari is leading the reform initiative, which seeks to reduce consumer complaints and strengthen safeguards against inaccurate billing practices across the country.

Under the existing system, distribution companies issue detection bills when electricity meters malfunction or technical problems prevent accurate meter readings, with consumption then estimated according to applicable rules. However, estimated consumption has sometimes exceeded actual usage, resulting in higher electricity bills for consumers and lengthy complaint procedures that have added to consumer frustration over the billing process. The current process also involves significant human intervention, raising concerns about transparency and the potential for irregularities in how detection bills are calculated and issued to consumers across different distribution networks.

To address these issues, Power Division has decided to introduce a digital and automated detection billing system, with the reforms expected to reduce human involvement and limit discretionary powers throughout the billing process. The Power Division has directed all electricity distribution companies to implement the required changes, with companies also expected to amend relevant provisions of NEPRA’s Consumer Service Manual and take other necessary measures to align with the new digitized framework. Under the new system, detection bills and related recovery cases will be monitored on a monthly basis, allowing authorities to identify unusual billing patterns and potential overbilling more quickly than under the previous manual process.

Officials will then be able to take corrective action without unnecessary delays, helping reduce disputes between consumers and distribution companies going forward. Leghari said the reforms are intended to provide greater convenience to electricity consumers while strengthening consumer rights and improving transparency across the billing system. The digitization of detection billing is also expected to reduce billing disputes and increase public confidence in Pakistan’s electricity billing system, marking a further step in the government’s broader efforts to modernize processes within the power sector using digital tools and automated monitoring mechanisms.
