Pakistan Signs Strategic MoU With Alibaba Group During PM Shehbaz Sharif China Visit

Prime Minister Shehbaz Sharif visited the headquarters of Alibaba Group in Hangzhou during Pakistan’s state visit to China, where Alibaba Chairman Joe Tsai extended a warm welcome to the Prime Minister and a delegation of senior ministers and government officials. The meeting resulted in the signing of a comprehensive strategic framework agreement between the Government of Pakistan and Alibaba Group, alongside multiple government-to-business Memoranda of Understanding covering artificial intelligence, cloud infrastructure, fintech, and next-generation connectivity, marking one of the most substantive technology-focused outcomes of Pakistan’s broader engagement in China as the two countries mark 75 years of diplomatic relations.

National Information Technology Board Chief Executive Officer Faisal Iqbal Rattiyal confirmed the signing of a strategic Memorandum of Understanding with Alibaba Group, describing it as a landmark step toward accelerating digitisation, innovation, and artificial intelligence-driven development across Pakistan. Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja, speaking at the Business-to-Business inaugural conference held during Day 1 of the visit, said the trip aimed to reaffirm the strength of Pakistan and China’s all-weather friendship and the shared commitment to building the next phase of digital cooperation. The Minister characterised the agreements signed as reflecting a clear shift toward implementation-driven cooperation under CPEC 2.0 and the Digital Silk Road, moving beyond broad declarations of intent toward concrete, execution-focused partnerships.

The government-to-business agreements signed and advanced during the visit covered four distinct areas. Ignite, the National Technology Fund, signed an agreement with Alibaba’s research arm DAMO Academy focused on building capacity in embodied intelligence across Pakistani universities, positioning Pakistan at the frontier of next-generation artificial intelligence systems. Partnerships with Alibaba Cloud were signed to develop Pakistan’s sovereign cloud and artificial intelligence ecosystem, covering curriculum development, professional certifications, teacher training, and joint innovation initiatives including artificial intelligence hackathons, with the Ministry of Information Technology and Telecommunication’s partnership with Alibaba Cloud further supporting the development of Pakistan’s sovereign cloud infrastructure and artificial intelligence models alongside large-scale digital capacity building programmes. On the fintech front, Ignite’s engagement with Koko Tech explores the expansion of Buy Now, Pay Later solutions aimed at supporting financial inclusion and digital commerce growth across Pakistan. A collaboration between the Special Communication Organisation and Hannwave was also advanced to develop frameworks for the deployment, operation, and commercialisation of fifth-generation services, adding a connectivity dimension to what is otherwise a heavily software and services-focused agreement portfolio.

During the meeting, Joe Tsai praised Pakistan’s constructive role in promoting peace and stability in the region and commended the government’s commitment to creating a favourable environment for digital transformation, technological innovation, and international investment. Prime Minister Shehbaz Sharif outlined Pakistan’s potential across digital economy, e-commerce, artificial intelligence, financial technology, cloud computing, and innovation-driven business activities, and reaffirmed the government’s commitment to using technology and global partnerships to develop and prepare the country’s youth for the demands of the global digital economy. With the agreements now formalised and a strategic framework in place, the focus from both sides will be on moving from signed documents to measurable implementation, with the scale and ambition of the Alibaba partnership offering Pakistan one of its most significant opportunities yet to accelerate its digital transformation agenda through a globally established technology partner.
