Pakistan Develops National AI Policy to Regulate Generative Technology

Pakistani Ministry of Information Technology and Telecommunication is in the process of finalizing the National AI Policy, aiming to regulate the fast-evolving field of generative technology. As AI continues to gain prominence globally, countries are prioritizing the creation of frameworks to maximize the benefits of this transformative technology while addressing potential risks. Pakistan is no exception, with its ongoing efforts to develop a comprehensive policy to guide AI development, use, and regulation.

The rapid growth of artificial intelligence, particularly in generative technologies, has prompted governments around the world to consider how they can leverage AI for economic growth, innovation, and public welfare. At the same time, there is an increasing recognition of the need for regulatory oversight to ensure AI is used responsibly, particularly in areas such as data privacy, security, and ethics. In line with these global trends, the Pakistani government is working to shape a robust national AI policy.

Sources familiar with the development of the policy report that it is now in the final stages of preparation and will soon be a key focus of discussion among various stakeholders. In June 2023, the Ministry of Information Technology and Telecommunication published a Draft AI Policy on its official website, inviting feedback and input from relevant parties. This open consultation was intended to ensure the policy adequately addresses the needs and concerns of all sectors that will be affected by AI, including government entities, businesses, academia, and civil society.

In further efforts to refine and finalize the policy, the ministry established the Artificial Intelligence Policy Committee, a body consisting of representatives from various sectors. This committee is tasked with reviewing input from the consultation process and shaping the final policy framework. The involvement of diverse stakeholders ensures that the policy takes into account the perspectives of all those who may be impacted by AI technology.

Despite the absence of formal AI-related legislation in Pakistan at present, the proposed policy outlines a regulatory framework designed to guide the responsible development and deployment of AI. The policy framework is divided into five key components that focus on different aspects of AI, including ethics, governance, data security, and privacy. The aim is to create a balanced environment where AI can be fostered as a tool for innovation while ensuring that the risks associated with its use, such as misuse or abuse of personal data, are minimized.

In addition to the AI Policy, the Ministry of Information Technology and Telecommunication is also working on other initiatives to address related challenges. These include the Critical Telecom Data and Infrastructure Security Regulation (CTDISR), the National Cyber Security Policy of 2021, the Pakistan Cloud First Policy of 2022, and the CERT Rules of 2023. These regulatory measures, along with the AI policy, are expected to form the backbone of Pakistan’s broader strategy for managing technological advancements and securing the nation’s digital infrastructure.

The development of the National AI Policy represents a significant step forward for Pakistan as it seeks to harness the potential of AI while safeguarding its citizens and institutions. As the policy nears completion, it will be crucial for Pakistan to continue its dialogue with industry experts, academics, and international organizations to ensure that its AI framework aligns with global best practices while addressing the unique challenges and opportunities present within the country.

As AI technology continues to evolve rapidly, Pakistan’s proactive approach in developing a national policy is an essential step toward positioning the country as a responsible and innovative player in the global AI landscape. The successful implementation of this policy could open doors for greater technological advancements, economic growth, and international cooperation in the years to come.
