Ministry of Information Technology and Telecom has taken a significant administrative step by issuing expressions of interest for the procurement of 24,000 mobile phones that will be used to operate the government’s petrol subsidy mobile application, a system being readied to help manage subsidized fuel distribution nationwide amid ongoing energy challenges. Officials say only devices that have been approved by Pakistan Telecommunication Authority will be eligible for use under this initiative, underscoring regulatory compliance in the rollout of the digital platform designed to support subsidy distribution at petrol pumps across the country.
According to published information, the National IT Board will play a central role in determining the pricing structure for the mobile devices, while responsibilities for purchasing the units and arranging their distribution to petrol stations have been allocated to oil marketing companies. Under the current plan, the 24,000 mobile phones will be deployed at roughly 12,000 petrol pumps, with two dedicated devices assigned to each pump to support the subsidized fuel distribution process. This deployment is aligned with earlier disclosures that the mobile application is in its final stages of testing before broader implementation, with the system expected to issue digital vouchers to consumers who qualify for subsidized petrol quantities under the new programme.
The petrol subsidy initiative itself has been evolving as part of government efforts to address the effects of rising fuel costs and challenges in energy supply. Officials have indicated that the mobile application, developed by the IT Ministry, will monitor and manage digital vouchers linked to eligible users, with proposals under consideration to offer up to twenty litres of subsidized petrol per month to motorcycle owners, while options for extending subsidies to cars up to eight hundred cubic centimetres are still under review. The structured quota will ensure that consumers cannot exceed their allocated amounts, a measure intended to maintain fairness and prevent misuse as the system becomes operational.
Stakeholders involved in the planning and implementation have highlighted additional contingency planning to ensure the programme functions effectively even if the energy situation becomes more strained. Monitoring systems are already being put in place at petrol pumps to support transparency and operational integrity once the application and devices are deployed. By integrating digital systems into the fuel subsidy distribution framework, the government aims to reduce administrative inefficiencies and enhance accountability in the delivery of subsidized petrol to those who qualify under the programme’s criteria.
