The Ministry of Information Technology and Telecommunication held an industry consultation session at the National Incubation Center in Islamabad, bringing together Federal Minister Shaza Khawaja, Federal Secretary Zarrar Khan, and a broad group of technology experts to discuss Pakistan’s ambitions for building a sovereign artificial intelligence infrastructure. The session drew participation from specialists across startups, research institutions, academia, and industry, all of whom contributed feedback intended to help define a concrete roadmap for fostering a self-reliant artificial intelligence ecosystem within the country.

The consultation reflects a growing recognition within Pakistan’s technology policy circles that artificial intelligence infrastructure cannot be treated purely as a question of software or talent but requires deliberate decisions about compute resources, data governance, and the institutional frameworks that enable local researchers, developers, and companies to build and deploy AI systems without being entirely dependent on foreign platforms and cloud providers. A sovereign artificial intelligence infrastructure, in the context being discussed at the NIC Islamabad session, refers to the capacity for a country to develop, train, and operate artificial intelligence systems using domestically controlled resources and governance structures, reducing strategic dependence on external providers and ensuring that sensitive data used in AI applications remains within national jurisdiction.

The decision to hold the consultation at the National Incubation Center rather than a government ministry building signals an intent to engage the startup and innovation community as active participants in shaping the policy direction rather than as passive recipients of decisions made elsewhere. The presence of both the Federal Minister and the Federal Secretary at the same session underlines the seriousness with which the Ministry is approaching this agenda, with feedback gathered from the session expected to feed directly into the government’s roadmap for artificial intelligence infrastructure development.
