The Higher Education Commission of Pakistan has announced the launch of DLSEI 3.0 Cohort 3, an initiative that extends 30,000 free licences for online learning through Coursera to students, faculty members, and university staff from all Higher Education Commission-recognised public and private institutions across the country. The programme, which commenced registration on April 9, 2026, represents one of the most accessible digital upskilling opportunities made available through the Higher Education Commission in recent years, given its breadth of coverage and the scale of the course catalogue it unlocks for participants at no cost.
Under the initiative, each licence holder gains access to a catalogue of over 18,000 courses, professional certificates, and specialisations available on the Coursera platform, spanning a wide range of academic and professional disciplines. The focus of the programme is on enhancing digital skills and improving employability among Pakistan’s higher education community, areas that have taken on increasing urgency as the labour market shifts towards technology-driven competencies and as Pakistan’s information technology export sector continues to grow its demand for trained professionals. The programme is open not only to students but also to faculty members and administrative staff, reflecting an intent to build institutional capacity across the full spectrum of university communities rather than limiting access to enrolled learners alone.
Licences are being allotted on a first-come, first-served basis, meaning that eligible individuals are encouraged to complete registration without delay to secure access before the 30,000 available slots are filled. The registration process is carried out through the Higher Education Commission’s E-Services Portal at http://eservices.hec.gov.pk, where applicants are required to select the eCourses option, submit their application, and complete verification through their respective university focal person. The involvement of a university focal person in the verification step ensures that access is directed to genuinely affiliated individuals while keeping the administrative process manageable for participating institutions.
The DLSEI programme, which stands for Digital Learning Skills and Employability Initiative, has now reached its third iteration, indicating that the Higher Education Commission views structured access to international online learning platforms as a sustained policy priority rather than a one-off intervention. With over 18,000 courses covering fields from data science and artificial intelligence to business management and creative disciplines, the Coursera access provided through this cohort gives Pakistani university communities exposure to globally recognised course content and certifications that can meaningfully supplement formal degree programmes and improve the professional credentials of participants entering an increasingly competitive job market.
