Federal authorities have revealed to the National Assembly that telecom companies in Pakistan currently owe Rs16.33 billion in unpaid dues to Pakistan Telecommunication Authority (PTA). This information came in a written response to a query by MNA Syed Waseem Hussain, who requested details about the outstanding payments and the measures taken to recover them. The disclosure highlights ongoing financial and legal challenges within the telecom sector that have hindered the collection of these obligations.
According to the response, all dues are currently sub-judice, effectively halting the recovery process. This delay has also triggered a late payment fee amounting to Rs39.24 billion, further escalating the financial burden associated with telecom operations. The government emphasized that contributions to the Ministry of IT and Telecommunication, including the Universal Service Fund (USF) and the Research and Development (R&D) Fund, remain unpaid as a result of ongoing litigation. These funds play a crucial role in expanding telecom services to underserved regions and supporting technology development initiatives.
PTA has reportedly issued enforcement orders against licensees as part of the legal process, yet recovery efforts remain stalled. Various dues, including Access Promotion Charges (APC) for the USF, continue to be challenged in multiple courts, creating significant delays in the financial inflow that supports both infrastructure development and regulatory obligations. The written response did not detail whether any accountability measures have been taken against officials whose management may have contributed to delayed collections over the past two years, focusing primarily on the legal and financial aspects of the situation.
The accumulation of unpaid dues has raised concerns about the broader impact on the telecom sector’s financial health and its ability to fund development projects and technology initiatives.
