Pakistan Govt Completes Petrol Subsidy App For Low Income Users

The federal government has completed development of a new digital application aimed at providing subsidized petrol to low income citizens, marking a step towards targeted relief through technology driven systems. Developed by Pakistan Digital Authority, the application is currently in its final testing phase and is expected to be launched after completion of necessary evaluations. The initiative is part of broader efforts to manage the impact of rising fuel costs while ensuring that subsidies are directed towards those who need them most.

According to officials familiar with the development, the application has undergone extensive testing at both user and retailer levels to ensure operational reliability. Fuel retailers participated in trial runs involving transaction procedures and quota verification systems, while users tested registration, identity verification, and eligibility checks. Authorities have also conducted load testing to evaluate system performance under heavy usage, simulating thousands of concurrent users. In addition, security protocols and data verification mechanisms have been reviewed to minimise risks and ensure transparency in subsidy distribution.

The system relies on integrated data sources to identify eligible beneficiaries. Records from Benazir Income Support Programme along with databases developed during the COVID-19 pandemic and flood relief operations are being combined to create a comprehensive pool of potential recipients. Under the proposed framework, only individuals verified as low income by government records will qualify for the subsidy. This data driven approach is intended to reduce misuse and ensure that relief reaches the intended segments of the population.

The subsidy scheme is expected to primarily benefit motorcycle and rickshaw owners, who are among the most affected by increasing fuel prices. Eligible users will be allocated a fixed petrol quota through the application, with eligibility linked to vehicle ownership registered in their names. Relevant departments have been directed to facilitate vehicle registration where required, while provincial governments are expected to assist in implementation and verification processes. Alongside this initiative, authorities are also considering additional measures such as demand management strategies to control fuel consumption, as they continue to balance relief efforts with concerns over fiscal pressure on the national economy.
