The National Information Technology Board has signed a Memorandum of Understanding with the Ministry of Overseas Pakistanis and Human Resource Development and the Overseas Pakistanis Foundation, marking another step toward expanding citizen centric digital public services under the Digital Economy Enhancement Project. The agreement is aimed at fostering institutional cooperation to identify and integrate high impact digital services for overseas Pakistanis, leveraging digital public infrastructure to deliver services that are described as seamless, secure and accessible.
Under this collaboration, NITB is expected to work with OPF using the same framework it has applied in similar partnerships under DEEP, where the board acts as the technology partner responsible for identifying, designing, digitizing and integrating selected services into Pakistan’s unified citizen services platform. This typically involves service integration, workflow optimization, API enablement and interoperability, an approach NITB has followed in comparable agreements, including its earlier MoU with Pakistan Single Window focused on integrating trade related digital services into the same citizen facing ecosystem. Applied to the overseas Pakistani community, this framework would focus on services particularly relevant to citizens living abroad, an area that has traditionally involved more friction due to physical distance and limited access to in person government offices.
The partnership continues a broader pattern of NITB signing institutional agreements across various government bodies as part of its mandate to advance digital transformation nationally, having previously entered into similar MoUs with organizations ranging from the Islamabad Healthcare Regulatory Authority to the Ministry of Religious Affairs and Interfaith Harmony, each tailored to the specific service needs of the partnering institution. In this case, the collaboration with OPF and the Ministry of Overseas Pakistanis is intended to ensure that digital public infrastructure is extended specifically to the millions of Pakistanis living outside the country, giving them more direct and simplified access to government services without needing to physically visit Pakistani missions or offices.
Officials from NITB reiterated their commitment to advancing an interoperable, inclusive and citizen centric digital ecosystem intended to enhance service delivery and improve the overall digital experience for citizens, a phrase the organization has consistently used across its various partnership announcements. The MoU with OPF adds overseas Pakistanis to the growing list of citizen groups being brought under NITB’s expanding digital services framework, reflecting the government’s continued effort to extend the reach of the Digital Economy Enhancement Project beyond domestic institutions and into services tailored for the Pakistani diaspora.
