NICAT and CESVI Partner to Deploy Climate-Tech and Disaster Resilience Solutions Across Pakistan

The National Incubation Center for Aerospace Technologies (NICAT) and CESVI have formalized a strategic partnership through the signing of a Memorandum of Understanding (MoU), marking a collaborative step toward deploying advanced climate technologies to tackle Pakistan’s growing exposure to natural and climate-induced disasters.

The collaboration focuses on combining CESVI’s extensive field expertise in climate response and humanitarian action with NICAT’s high-tech startup ecosystem. By aligning on innovation and impact, both organizations aim to accelerate the development, testing, and nationwide deployment of scalable climate-tech solutions that can support communities vulnerable to floods, heatwaves, and other extreme weather events. The MoU was signed on Wednesday, 18 February 2026, by Mr. Farhan Ahmed Khan, Country Director, CESVI, and Mr. Shayan Yar, Project Director, NICAT, reflecting a shared commitment to deploying innovation-driven solutions for climate resilience and disaster preparedness.

Under the partnership, NICAT will act as a technology partner to CESVI, providing access to its growing portfolio of high-tech startups working across climate-tech and deep-tech domains. CESVI will evaluate and integrate solutions developed by NICAT-incubated ventures that specialize in geostatistical and geospatial analytics, IoT-based environmental and disaster monitoring systems, climate disaster simulation and risk modeling platforms, and data-driven decision-support technologies. These tools are expected to enhance forecasting accuracy, improve real-time response capabilities, and enable more informed planning at both community and institutional levels.

Through this collaboration, CESVI aims to further strengthen its on-ground climate initiatives by incorporating technology-backed systems that are practical, scalable, and tailored to local realities. The focus will remain on solutions that not only respond to emergencies but also help reduce long-term risks through better preparedness, early warning mechanisms, and resilience planning.

Speaking at the signing ceremony, Mr. Farhan Ahmed Khan, Country Director, CESVI, stated:
“At CESVI, our mandate is rooted in protecting vulnerable communities and strengthening resilience in the face of escalating climate risks. Across Pakistan, we are working to develop sustainable, community-centered solutions that address disaster vulnerability at its core. This partnership enables us to integrate advanced technological capabilities into our climate action framework. NICAT’s innovation ecosystem aligns strongly with our mission, allowing us to complement our field expertise with data-driven, scalable climate solutions that can deliver long-term impact.”

Mr. Shayan Yar, Project Director, NICAT, emphasized NICAT’s role in enabling technology-led impact:
“At NICAT, we recognize that technology must serve real-world needs. Through this partnership, we are providing CESVI access to climate-tech startups whose solutions can support disaster preparedness, environmental monitoring, and resilience planning. Our objective is to ensure that innovation complements CESVI’s mission and strengthens its long-term climate impact in Pakistan.”

The MoU highlights a strategic convergence between humanitarian climate action and advanced technological innovation. As climate-related events continue to intensify in both frequency and severity, there is increasing urgency to adopt smarter, faster, and more data-centric approaches to disaster management. Partnerships such as this signal a shift from reactive relief efforts toward proactive resilience building, where technology plays a central role in anticipating risks and protecting communities before crises escalate.

By linking startup-led innovation with real-world field operations, NICAT and CESVI aim to create a practical pipeline from research and development to deployment. This approach not only supports local entrepreneurs but also ensures that emerging technologies are tested in real scenarios, improving their effectiveness and scalability across Pakistan. The collaboration ultimately represents a forward-looking commitment to embedding advanced climate technology into the country’s disaster preparedness and resilience framework, strengthening both institutions’ ability to deliver sustainable, long-term impact where it is needed most.
