The Director will be responsible for formulating and implementing strategies to advance Pakistan’s interests in international ICT policy forums, strengthen global partnerships, mobilise technical and financial assistance, and align national digital transformation initiatives with international best practices and emerging technological trends. The role sits at the intersection of technology policy, diplomacy, and international development, requiring a professional who can represent Pakistan effectively in multilateral settings while simultaneously translating global commitments and opportunities into actionable initiatives within the national digital policy framework.
Candidates are required to hold either a doctoral degree in Electrical Engineering, Electronics Engineering, Computer Engineering, Telecommunications Engineering, Computer Science, Information Technology, ICT-related disciplines, Public Policy, International Relations, Economics, or Business Administration with a minimum of six years of relevant professional experience, or a Master’s degree in the same disciplines with a minimum of ten years of relevant professional experience. Key responsibilities for the role span eight functional areas: international engagement and representation, policy development and strategic planning, Sustainable Development Goals and international cooperation, resource mobilisation and project management, research, innovation and knowledge management, stakeholder management and coordination, and administrative and regulatory functions.
The position carries significant strategic importance at a time when Pakistan is actively engaged in multiple international digital governance processes, including ITU spectrum coordination following the 5G auction, World Summit on the Information Society implementation, and bilateral digital cooperation agreements with China, Saudi Arabia, the United Kingdom, and other partner countries. As Pakistan advances its Digital Nation agenda and seeks to position itself as a credible voice in global ICT policy discussions, having dedicated senior leadership with the expertise and mandate to manage these relationships at the ministry level is increasingly critical to ensuring that Pakistan’s interests are effectively represented in the forums that shape the rules and standards governing the digital economy.
