Islamabad Advances Cashless Economy With Raast QR Code System Across City

Islamabad is advancing its transition toward a fully cashless, technology-driven urban model with the citywide rollout of the Raast QR-code payment system. Following directives from Prime Minister Shehbaz Sharif, the Capital Development Authority completed the first phase of implementation, introducing digital payments at weekly bazaars, CDA One-Window Facilitation Centre, and on metro and electric bus services. These initial steps laid the foundation for extending the system to all major commercial areas, marking a significant step toward modern urban governance and financial digitization in Pakistan’s capital.

The second phase now aims to integrate QR-based payments across shopping malls, Class-III markets, hotels, guest houses, petrol pumps, restaurants, and other commercial establishments. A high-level meeting chaired by CDA Chairman and Islamabad Chief Commissioner Muhammad Ali Randhawa reviewed progress and emphasized accelerating implementation across the city. Representatives from major commercial banks and senior CDA administration and finance officials were present, ensuring coordination between government bodies and financial institutions to facilitate seamless adoption.

Officials reported that QR-enabled payment infrastructure is rapidly being deployed in markaz-level markets, malls, and local commercial hubs. This effort is designed to reduce cash dependency, improve transactional transparency, and provide convenient digital solutions to both consumers and merchants. The CDA chairman highlighted complementary initiatives, including M-Tag integration and digital parking solutions, which will contribute to a fully digitized urban environment. These technologies aim to streamline payments, enhance operational efficiency, and provide secure, traceable alternatives to traditional cash transactions.

To support adoption, commercial banks have been instructed to provide comprehensive guidance and awareness programs for merchants and residents. Traders and shopkeepers are encouraged to incentivize QR payments through discounts and promotional offers, promoting wider participation in the cashless economy. Authorities believe that these combined efforts will strengthen financial inclusion, enhance transparency, and position Islamabad as a benchmark for modern, digitally integrated cities. The initiative reflects a broader government strategy to embed fintech solutions into urban infrastructure, demonstrating how digital payments can support convenience, security, and efficiency in day-to-day commerce and public services.

The citywide QR-code rollout is expected to transform how residents interact with commercial services, from retail transactions to transportation payments. By leveraging digital payment technology, Islamabad aims to set a national example for adopting cashless systems, integrating smart solutions into everyday operations, and fostering a digitally inclusive urban economy. Officials continue to monitor the implementation closely, ensuring that infrastructure, awareness programs, and merchant participation align with the objective of establishing Pakistan’s first fully cashless, digitally enabled model city.
