Government Reviews Telecom Infrastructure And Venture Capital Challenges, Forms Investment Working Group

The federal government has reviewed key challenges affecting Pakistan telecommunications infrastructure and venture capital sectors, with a focus on taxation, regulatory conditions, and long term growth prospects. The discussion resulted in an agreement to establish a dedicated working group to examine proposals aimed at encouraging investment and supporting sectoral expansion. The review reflects ongoing efforts to address constraints faced by technology driven industries that play a central role in digital connectivity, innovation, and economic development.

The meeting was chaired by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb and was attended by Federal Minister for IT and Telecommunications Shaza Fatima Khawaja, along with Chairman Federal Board of Revenue FBR and Chairman Securities and Exchange Commission of Pakistan SECP, according to an official press release. Senior officials from Ministry of Information Technology and Telecommunication were present, as well as representatives from telecom infrastructure companies operating under TOWERCO Pakistan, venture capital firms, legal and regulatory advisory organizations, and public sector entities including Ignite. The gathering brought together a broad set of stakeholders involved in both physical digital infrastructure and investment financing across the technology ecosystem.

A delegation representing companies that build, own, and operate mobile network towers across the country participated in the discussions alongside venture capital firms active in Pakistan startup ecosystem and wider business landscape. During the meeting, participants shared insights into their respective business models, operational dynamics, and challenges faced on the ground. Particular emphasis was placed on issues related to physical infrastructure deployment, approvals, and regulatory compliance, which often affect rollout timelines and operational costs. Venture capital representatives also highlighted concerns linked to the investment environment, regulatory clarity, and tax structures that influence capital allocation decisions and risk assessment.

Participants presented a range of proposals aimed at rationalizing and easing specific elements of the existing tax regime to support sector growth and enhance investment inflows. These proposals were framed in the broader context of strengthening nationwide digital connectivity, improving service delivery, and enabling innovation led economic activity. Stakeholders emphasized that telecom infrastructure is foundational for digital services, while venture capital plays a critical role in funding entrepreneurship, scaling startups, and generating employment across technology and allied sectors. The proposals sought to create a more predictable and supportive framework that balances revenue considerations with growth objectives.

Addressing the meeting, Senator Muhammad Aurangzeb acknowledged the importance of telecom infrastructure companies in enabling digital connectivity across Pakistan and recognized venture capital as a key driver of entrepreneurship and innovation. He stressed that a transparent, predictable, and growth oriented policy and tax environment is essential to attract long term investment and ensure sustainable development. The finance minister reiterated the government commitment to private sector led growth, particularly in technology intensive and investment heavy segments of the economy. He noted that while fiscal discipline remains important, a balanced approach is required to encourage business expansion, formalization, and the strengthening of Pakistan digital and innovation ecosystem over the medium to long term.

It was agreed during the meeting that a dedicated working group would be formed to conduct a detailed review of the proposals shared by stakeholders. The group will include representatives from the Tax Policy Office and other relevant organizations and will be tasked with developing actionable recommendations. The outcome of this process is expected to inform future policy measures aimed at supporting telecom infrastructure development, improving the investment climate for venture capital, and reinforcing Pakistan position as a growing digital economy.
