The federal government has set an increased target for Mobile Handset Levy collections in Budget 2026-27, projecting Rs. 14 billion in receipts against a budget estimate of Rs. 12 billion for the outgoing fiscal year 2025-26. The revised estimate for the current year already stands at Rs. 13 billion, indicating that collections are tracking ahead of the original target and providing a basis for the higher projection heading into the next financial year.
Revenue projections linked to PTA have also been revised upward across multiple categories. Receipts from PTA’s 4G and 5G licences are estimated at Rs. 27.685 billion for 2026-27, a notable increase from the revised estimate of Rs. 24.973 billion and the original budget target of Rs. 22.049 billion for 2025-26, reflecting both improved collection performance and the government’s expectation of continued growth in the licensed telecom spectrum revenue base. PTA surplus receipts have been projected at Rs. 1.3 billion for the coming fiscal year, which is lower than the revised estimate of Rs. 1.64 billion for the current year but above the original budget estimate of Rs. 1.1 billion, pointing to a modest recalibration of expectations in this particular revenue line.
The telecom-related projections sit within a considerably larger non-tax revenue framework. Total non-tax revenue is expected to reach Rs. 5.336 trillion in 2026-27, up from a revised estimate of Rs. 5.093 trillion for 2025-26, with the petroleum levy remaining the dominant contributor at a projected Rs. 1.677 trillion against the current year’s revised estimate of Rs. 1.498 trillion. The budget has also included Rs. 1.035 trillion under grants and receipts from provinces under Article 164 of the Constitution, a category under which no allocation was made in either the budget or revised estimates for 2025-26. Climate support levy receipts have been projected at Rs. 50 billion, slightly above the Rs. 48 billion revised estimate for the outgoing year. On the tax collection side, Federal Board of Revenue targets have been set at Rs. 15.264 trillion for 2026-27 compared to a revised estimate of Rs. 12.983 trillion for 2025-26, with total federal revenue receipts projected to rise to Rs. 20.6 trillion from a revised Rs. 18.076 trillion, underscoring the degree to which the government’s fiscal consolidation strategy depends on both higher tax enforcement and sustained growth across non-tax revenue streams including the telecom sector.
