Balochistan Technical Education and Vocational Training Authority has taken a step forward in strengthening the formation of Institute Management Committees across its technical and vocational education and training institutes. As part of this process, the Technical and Vocational Education and Training Sector Support Programme facilitated a two day workshop bringing together B-TEVTA principals, directors, managers, and private sector representatives to work on governance, institute and industry linkages, and the effective operationalisation of these committees.
The first day of the workshop focused on sensitising principals and other key stakeholders on the Institute Management Committee framework, its underlying purpose, and its role in aligning technical and vocational training programmes with labour market needs. Discussions centred on helping institute leadership understand how these committees are meant to function as a bridge between training providers and the private sector, ensuring that curricula and training delivery stay responsive to actual industry requirements rather than operating in isolation from employer demand.
The second day shifted focus toward the development of Rules of Business for the committees through a consultative process involving principals, private sector representatives, directors, and managers. Throughout this process, private sector participants remained central to the discussion, helping ensure that the proposed rules reflect real industry needs and practical realities on the ground, while also building stronger ownership of the framework among the businesses expected to engage with these institutes going forward. Organisers said the workshop helped strengthen collaboration between B-TEVTA’s training institutes and industry partners with the broader aim of improving graduate employability and supporting a smoother transition from school to work for technical and vocational education graduates across the province.
The initiative forms part of a wider effort under the Team Europe funded Technical and Vocational Education and Training Sector Support Programme, which is jointly implemented by GIZ Pakistan and the British Council in coordination with the National Vocational and Technical Training Commission and provincial training authorities across Balochistan, Khyber Pakhtunkhwa, Punjab, and Gilgit Baltistan. The programme has previously supported the National Vocational and Technical Training Commission in launching similar national efforts to build the capacity of Business and Industry Associations alongside Institute Management Committees, aiming to strengthen collaboration between industry and training institutes more broadly across the country.
The workshop adds to a series of ongoing investments in Balochistan’s technical training infrastructure, with the National Vocational and Technical Training Commission separately working alongside the European Union and GIZ to establish and upgrade a dozen model training institutes across the province, including new centres of excellence in Quetta and at Lasbela University. Officials involved in these broader reform efforts have consistently pointed to stronger governance structures, including functional Institute Management Committees, as central to improving the quality and market relevance of vocational training in Balochistan, a province that continues to work toward positioning its technical workforce as a stronger contributor to both domestic industry and overseas employment opportunities.
