Rawalpindi Traffic Police Launch One App Digital Challan System With Video Recording And Real-Time Verification

Rawalpindi Traffic Police has formally launched a new digital traffic enforcement platform called One App, introducing what officials describe as an evidence-based challan system designed to bring transparency, accountability, and real-time verification to traffic enforcement operations across the city. The system makes video recording mandatory during all enforcement procedures, ensuring that every challan issued is supported by documented visual evidence that can be reviewed for verification and security purposes, removing the ambiguity that has historically characterised manual challan issuance and creating space for disputes between motorists and traffic wardens.

Under the One App system, traffic wardens will be able to conduct on-the-spot verification of Computerised National Identity Cards and driving licences through the integrated digital platform, alongside checks for vehicle ownership details, fitness certificates, and route permits, consolidating what were previously separate manual verification processes into a single application accessible in the field. The system also extends its reach beyond standard traffic violations into encroachments and environmental violations, broadening its scope beyond conventional moving traffic offences and positioning it as a more comprehensive field enforcement tool for traffic police personnel operating across Rawalpindi.

Citizens interacting with the system will be able to receive details of traffic violations through QR codes, giving them a transparent and immediately accessible record of any challan issued against their vehicle without depending on paper-based documentation that can be lost or disputed. First Information Report status and electronic challans will be checked through the same integrated digital platform, creating a connected enforcement record that links roadside interactions to the broader traffic management and legal system. Chief Traffic Officer Farhan Aslam stated that the One App system would help improve discipline and security on roads, framing the initiative as part of a sustained effort to make traffic enforcement in Rawalpindi more consistent, transparent, and resistant to the informal practices that have long undermined public confidence in manual traffic policing.

The launch follows Rawalpindi’s introduction of an automated electronic challan system in November 2025, which integrated traffic management with the Command and Control Centre and deployed over 2,100 smart cameras across 360 locations to automatically monitor 19 categories of traffic violations. In 2025 alone, Rawalpindi Traffic Police issued more than 1.1 million tickets and collected Pakistani Rupees 1.1 billion in fines, with enforcement activity rising 44 percent compared to the previous year. The One App system adds a field-level digital enforcement layer to this existing camera-based infrastructure, giving traffic wardens the tools to conduct verification and issue challans with the same evidential standard on the ground that the automated camera system applies from fixed locations across the city.
