PTA has registered 20,437 VPNs under its whitelisting operation, encompassing 1,422 companies.
This initiative aims to regulate VPN usage in Pakistan, as VPNs can be used to bypass state-imposed restrictions on online content. The PTA has been registering VPNs since December 2010 under a directive issued by the Ministry of IT.
While VPNs are widely used by legitimate businesses, they also pose challenges for the PTA in enforcing online content restrictions. The Ministry of IT has highlighted that the PTA has handed over IP whitelisting controls to the Pakistan Software Export Board (PSEB) to manage “One Window Operations” for call centers and freelancers.
The PTA’s efforts to regulate VPNs involve collaboration with stakeholders and the implementation of public notices for VPN registration. However, the challenges posed by VPN misuse remain significant.
