Pakistan Telecommunication Authority (PTA) is officially moving to launch a dedicated 24 hour automated WhatsApp chatbot designed to assist telecom consumers without requiring human intervention. The regulator recently released a standard bidding document to secure a professional hosting provider for the service, with PTA seeking a scalable platform capable of handling thousands of simultaneous conversations securely. The initiative marks a significant shift toward digital service delivery, with consumers expected to soon resolve issues through a familiar messaging application rather than relying solely on traditional phone calls, emails, or physical complaint centres.
According to the procurement document, the chosen hosting service must be able to manage unlimited incoming and outgoing traffic without any degradation in service quality. The chatbot will also support multiple languages and handle a wide variety of multimedia file types, including images, videos, PDFs, audio messages, and location pins, giving consumers a more flexible way to communicate their concerns. PTA has specified that the system must feature end to end encryption to ensure secure communication, and it must operate seamlessly across the Android, iOS, and web versions of WhatsApp.
The chatbot is expected to include interactive buttons, numbered lists, and quick replies, along with the ability to dynamically fetch user data to deliver more personalized responses. The system will also be capable of sending alerts, reminders, promotional messages, and one time passwords securely, while giving users built in opt-in mechanisms to control their communication preferences. Beyond the consumer facing interface, PTA has required a backend control panel that will give the regulator full access to engagement metrics, response rates, and overall performance tracking, with the potential for the system to integrate directly with existing enterprise resource planning, customer relationship management, and ticketing platforms.
PTA has invited technical bids under contract reference P52985, with the planned hosting arrangement set to run for two years. While the authority has not disclosed the estimated contract value, the service is expected to officially commence on September 11, 2026. The regulator is using the Least Cost Based Selection method through a single stage, single envelope open competitive bidding process, with eligible bidders required to hold registration to operate in Pakistan and demonstrate previous relevant contracts either locally or internationally. Bidders must submit their proposals electronically, with the deadline for submission set for August 27, 2026, ahead of PTA opening the bids on the same day.
