PTA Notifies MVNO Policy Framework To Expand Competition In Pakistan Telecom Sector

Following approval from the federal cabinet, PTA has officially notified the policy framework for Mobile Virtual Network Operator services in Pakistan, marking an important regulatory development for the country’s telecommunications sector. The notification paves the way for new mobile service brands to enter the market without the need to invest in costly network infrastructure, as MVNOs will be able to purchase network capacity in bulk from existing licensed Mobile Network Operators and offer mobile services under their own brand names. PTA said the move is intended to support competition and innovation while expanding choices available to mobile users across the country.

According to a statement issued by PTA, the decision to introduce the MVNO framework has been taken to promote competition, innovation and enhanced consumer choice within the telecom sector. Under the approved policy, MVNOs will be allowed to offer nationwide mobile and next generation services through commercial agreements with licensed Mobile Network Operators, without holding spectrum of their own. This approach is designed to lower entry barriers for new players, enabling companies to focus on service differentiation, pricing models and customer experience rather than network deployment. PTA noted that the framework aligns with international telecom practices, where MVNOs play a key role in increasing service diversity and catering to niche market segments.

The policy outlines that MVNO licenses will initially be granted for a period of 15 years, subject to compliance with applicable regulatory requirements. PTA emphasized that licensed MVNOs will be required to adhere to all relevant rules, quality of service standards and consumer protection obligations. By enabling multiple service providers to operate over existing networks, the framework aims to improve overall service quality while encouraging competitive pricing. The authority stated that the policy is expected to expand the availability of affordable mobile offerings, particularly for underserved segments, while allowing innovative digital services to reach a wider audience across Pakistan.

PTA also highlighted the broader economic and digital impact anticipated from the introduction of MVNO services. The authority expects the framework to attract new investment into the telecom sector, generate employment opportunities and support the national Digital Pakistan vision by making mobile connectivity more accessible and inclusive. With mobile services serving as a foundation for digital payments, e-commerce, online education and other digital platforms, expanded competition is seen as a way to strengthen the overall digital ecosystem. PTA confirmed that it will soon initiate the licensing process for MVNOs and issue a detailed license template outlining the terms, conditions and regulatory obligations for prospective operators. This step is expected to provide clarity to interested parties and facilitate the orderly entry of MVNOs into Pakistan’s telecom market.
