PTA has announced a revised charging framework for eSIM services in consultation with Cellular Mobile Operators (CMOs), introducing new pricing and transfer rules designed to make digital SIM technology more affordable and convenient for mobile users across Pakistan. Under the updated framework, the maximum initial issuance fee for an eSIM has been capped at Rs. 1,500, while subscribers will also be allowed to transfer their eSIMs between compatible handsets free of cost for up to 10 times. The revised policy is intended to encourage wider adoption of eSIM technology and improve the overall user experience by reducing costs associated with device changes.
According to PTA, the updated charging framework has been introduced to support greater accessibility to eSIM services while promoting digital transformation in Pakistan’s telecommunications sector. The authority stated that under the revised policy, subscribers can migrate their eSIM between compatible devices without paying any additional charges for up to 10 transfers. This change is expected to reduce the financial burden on consumers who frequently upgrade or switch between compatible smartphones and other supported devices. PTA explained that under the previous mechanism, subscribers were already able to transfer an eSIM a limited number of times by using the original QR code provided during the purchase and activation process without incurring additional charges. However, after consultations with telecom operators, the charging structure has now been formally revised and clarified to provide greater transparency, consistency, and convenience for subscribers using eSIM enabled devices.
The revised framework is the result of discussions between PTA and Cellular Mobile Operators aimed at developing a more consumer friendly policy for digital SIM services. By introducing a cap on the initial issuance fee and clearly defining the number of free transfers available to subscribers, the regulator intends to simplify the process of using eSIM technology while ensuring a more predictable charging structure across the telecom industry. As more smartphones, tablets, wearable devices, and connected products continue to support eSIM functionality, the updated framework is expected to make it easier for consumers to adopt digital SIM technology without facing unnecessary costs when changing devices. The rationalized policy also provides greater clarity for both subscribers and telecom operators regarding the conditions under which eSIM transfers can take place.
PTA stated that it has been working to accelerate digital transformation within Pakistan’s telecommunications sector by promoting the adoption of emerging mobile technologies and making digital services more accessible to consumers. The regulator believes that the revised pricing structure will encourage greater use of eSIM enabled devices while improving customer experience through a more flexible and affordable service model. Increased adoption of eSIM technology can also support a more seamless mobile experience by allowing users to activate or transfer their mobile connections digitally without relying on traditional physical SIM cards. Through the updated framework, PTA aims to strengthen Pakistan’s digital telecommunications ecosystem by encouraging wider acceptance of modern mobile technologies while ensuring that consumers benefit from a clearer, more affordable, and user friendly approach to eSIM services.
