Pakistan Single Window, under the ReMIT Programme, has designed the Virtual Review System, a digital solution that modernizes Pakistan Customs’ assessment review and dispute resolution process. Integrated seamlessly with WeBOC, the system replaces a traditionally manual, paper based mechanism with a secure, transparent, and fully digital workflow, enabling virtual hearings and electronic decision making.

Beyond functioning as a technology solution, the Virtual Review System represents a complete re-engineering of the Customs review process. The platform introduces automated case intake, workload based officer assignment, virtual hearing management, automated notifications, digital recording of proceedings, and real time integration with WeBOC, eliminating manual scheduling while enhancing transparency and strengthening governance around a process that has traditionally relied on in person hearings and paper documentation.

By embedding automation, auditability, and interoperability into a critical Customs function, Pakistan Single Window continues to advance the country’s broader digital trade transformation agenda. The system is designed to significantly improve operational efficiency for a process that traders have historically found time consuming and difficult to navigate, given its reliance on manual scheduling and physical case files.

The Virtual Review System adds to a series of digital trade facilitation initiatives Pakistan Single Window has rolled out in recent months, including its blockchain based pilot with Hong Kong Customs and its integration efforts with the Trade Development Authority of Pakistan and National Information Technology Board. Officials described the new system as another milestone in the platform’s commitment to building smarter public services, facilitating trade, reducing compliance costs, and delivering a more efficient, transparent, and globally competitive cross-border trade ecosystem for Pakistan.
