Pakistan Software Export Board, under Ministry of IT & Telecom, launched the INSPIRE program in 2025, marking a significant step for the country’s entry into the global semiconductor ecosystem. The program was unveiled by Prime Minister Shehbaz Sharif as part of Pakistan’s National Semiconductor Initiative, aiming to equip the nation with the skills, infrastructure, and research capabilities necessary to participate in one of the fastest-growing industries worldwide. INSPIRE seeks to provide thousands of local professionals with comprehensive training in semiconductor research, design, and manufacturing, while fostering innovation and creating a sustainable talent pipeline for both domestic and international markets.

INSPIRE is designed to bridge Pakistan’s local expertise with global semiconductor opportunities. By integrating education, hands-on training, and exposure to cutting-edge technology, the initiative aims to produce professionals capable of competing at international standards. Through the program, participants will gain practical experience in semiconductor design, fabrication, and testing, while also contributing to research projects that align with global trends. This structured approach ensures that Pakistan can cultivate a workforce that meets the demands of a market projected to surpass $1 trillion by 2030, solidifying the country’s position as a credible player in a $600 billion industry today.

Beyond skills development, INSPIRE is expected to attract investment, promote research collaboration, and establish partnerships with global technology leaders. By creating opportunities for local talent to engage with multinational semiconductor firms, Pakistan aims to foster an ecosystem that supports innovation, entrepreneurship, and sustainable industrial growth. The program also aligns with broader national goals of technology self-reliance, enabling local firms and researchers to participate actively in the development of advanced semiconductor solutions. This strategic focus underscores Pakistan’s commitment to entering high-value technology sectors and developing capabilities that extend beyond software services into hardware and integrated technology solutions.

Officials emphasized that INSPIRE represents a long-term effort to integrate Pakistan into the international semiconductor landscape. By providing training, research support, and industry exposure, the program seeks to enable professionals to contribute to technological innovation locally and globally. The initiative also strengthens the foundation for a technology-driven economy by linking education, industry, and research, ensuring that talent development keeps pace with evolving global demands. Through INSPIRE, Pakistan is positioned to cultivate a generation of engineers, designers, and researchers capable of delivering solutions that meet international standards, enhance competitiveness, and support sustainable growth within the semiconductor and broader technology ecosystem.
