Ministry of Information Technology and Telecommunication has initiated plans to develop a 10-year digital transformation roadmap aimed at modernizing Pakistan’s digital governance and positioning the ministry to lead the country’s evolving digital economy. According to the proposed Terms of Reference, the roadmap will be developed as part of a broader restructuring exercise and implemented across three phases, spanning a short term period of zero to two years, a medium term period of three to five years, and a long term period of six to ten years.
The plan is set to establish measurable milestones, implementation timelines, resource requirements, and stakeholder engagement strategies, while ensuring compliance with government administrative and fiscal frameworks. As part of the broader exercise, the restructuring plan will review the ministry’s institutional structure, departmental responsibilities, staffing models, governance mechanisms, and coordination with affiliated organizations, with a stated aim of eliminating overlapping functions and strengthening collaboration between federal and provincial institutions responsible for digital governance.
As part of the reforms, consultants will recommend amendments to the Rules of Business 1973 and propose a future organizational framework for the ministry. The roadmap is expected to cover several key policy areas, including telecommunications, cybersecurity, cloud adoption, artificial intelligence governance, startup ecosystem development, and digital platform regulation, reflecting the ministry’s effort to bring these different domains under a more coordinated long term strategy.
The assignment will also include financial estimates for implementing the reforms, a risk and change management strategy, and capacity building initiatives intended to prepare ministry personnel for the transition. The final roadmap is expected to identify the specific approvals required from the Cabinet Division, Establishment Division, and Finance Division, providing a structured framework for implementing institutional reforms designed to strengthen Pakistan’s digital governance over the coming decade.
