Karachi To Launch Faceless E-Challan System On October 1 Using CCTV Cameras

Karachi is preparing to launch its first faceless e-challan system on October 1, 2025, marking a major shift in how traffic violations are detected and processed. Karachi Traffic Police, in collaboration with Lok Suhayta, has been running a city-wide awareness campaign to educate citizens about the importance of traffic rules and the working of the new automated challan process. Pamphlets are being distributed at busy intersections, and volunteers including lady constables and students from educational institutions are working alongside traffic police officers to inform the public about the initiative. According to the Traffic Police spokesperson, the campaign aims to ensure that every motorist understands the new system before it goes live.

Under the faceless e-challan mechanism, traffic violations will be monitored through a network of advanced CCTV cameras installed across Karachi. These cameras are designed to capture photographic or video evidence of infractions in real time. Once a violation is recorded, a challan will be automatically generated and sent directly to the registered address of the vehicle owner. This eliminates the possibility of on-the-spot penalties or recommendations and introduces a more structured and evidence-based approach to enforcing traffic laws. Officials highlight that citizens can expect a transparent, fair, and efficient process that does not require personal interaction with officers at the time of the violation.

The awareness campaign stresses the importance of compliance with road safety standards and aims to shift public behaviour toward greater responsibility on the road. By involving volunteers and students, Karachi Traffic Police and Lok Suhayta are seeking to create a grassroots movement that reinforces respect for traffic laws while building trust in the new digital system. Lady constables and youth volunteers have been positioned at major traffic signals to distribute educational material and answer basic questions from motorists, ensuring the information reaches a wide audience before the system takes effect.

Karachi Traffic Police has also adopted the slogan “On your journey, Karachi Traffic Police is your companion” to humanise the enforcement effort and underline its role in supporting rather than penalising citizens. Officials note that the faceless e-challan initiative will not only streamline the process but also reduce congestion caused by roadside ticketing, enhance accountability through verifiable evidence, and help make the city’s roads safer and more organised. Authorities expect the system to set a model for digital law enforcement in urban centres across Pakistan as part of a broader shift toward technology-enabled governance.
