Higher Education Commission and Ignite National Technology Fund have signed a Memorandum of Understanding aimed at strengthening Pakistan’s innovation, startup, and higher education ecosystem. The signing ceremony was witnessed by Ignite Chief Executive Officer Muhammad Bilal Abbasi and HEC Executive Director Professor Dr Zia Ul Haq.
The agreement itself was formally signed by Faysal Mansoor Malik, General Manager Monitoring at Ignite, and Professor Syed Habib Bukhari, Member for Research at HEC. During the ceremony, both organizations shared their vision and ongoing initiatives aimed at fostering innovation, entrepreneurship, research, and technology driven growth, reaffirming their commitment to advancing Pakistan’s knowledge economy through stronger academia-industry collaboration.
The partnership brings together two institutions with overlapping but distinct roles in Pakistan’s innovation landscape. Ignite has historically funded startup incubation programs, National Incubation Centers, and digital skills training initiatives across the country, while HEC oversees research funding, academic standards, and university level policy. A formal collaboration between the two bodies is expected to help align university based research more closely with practical startup and technology commercialization pathways that Ignite already supports through its incubation network.
The MoU adds to a series of institutional partnerships forged in recent months aimed at strengthening Pakistan’s innovation ecosystem, following similar collaborations between government technology bodies and academic institutions on skills development, startup incubation, and research commercialization. For Ignite, the agreement reinforces its role in connecting academic research output with the broader startup and entrepreneurship ecosystem, while for HEC, the partnership offers a more direct channel for translating university research into commercially viable technology ventures across Pakistan’s higher education sector.
