The Prime Minister has approved the appointment of Hamad Ali Mansoor as the new Chief Executive Officer of the Engineering Development Board (EDB) for a three-year term. The appointment, made on an MP-I scale according to a notification from the Establishment Division, places Mansoor at the helm of one of Pakistan’s key industrial policy institutions. His extensive experience in industrial development, project finance, and sustainability positions him to steer the EDB toward greater competitiveness and growth in Pakistan’s manufacturing and engineering sectors.
Mansoor brings over three decades of international expertise across industrial policy, project development, and economic reform. Trained in North America, he has been involved in the development and execution of large-scale projects across manufacturing, renewable energy, and sustainable infrastructure. He holds a degree in Mechanical Engineering and an MBA from the Schulich School of Business at York University, Toronto—recognized globally among the leading business schools. His educational background combines technical insight with strategic management and fiscal governance, equipping him to lead complex industrial initiatives with both precision and strategic foresight.
Throughout his career, Mansoor has played a pivotal role in shaping industrial and environmental policies that enhance Pakistan’s competitiveness while promoting sustainable growth. He has been instrumental in initiatives that mobilized more than USD 1 billion in global climate finance, focusing on renewable energy adoption and cleaner industrial processes. His advisory work includes feasibility and financial planning for major projects in agri-value chains, renewable power generation, and advanced manufacturing. His approach emphasizes stronger collaboration between private investment and national development objectives, creating pathways for inclusive economic progress and local innovation.
Before joining EDB, Mansoor also led strategic consulting assignments in North America, specializing in industrial, logistics, and technology sectors. His areas of expertise include corporate sustainability models, Balanced Scorecard implementation, and the design of public-private partnership frameworks that integrate profitability with environmental and social accountability. This blend of technical and managerial acumen is expected to guide EDB’s future priorities in industrial modernization, localization, and export competitiveness.
