The Government of Pakistan has finalised the framework for its long-awaited Smartphone for All initiative, moving a step closer to rolling out a scheme that will allow citizens to acquire mobile devices through easy installment plans. Sources confirmed that consultations between the Ministry of Information Technology and Telecommunication, PTA, and telecom operators have been completed, with all parties reaching a consensus on a comprehensive implementation plan. The policy directive has been prepared and is now pending formal issuance by the Ministry, after which the rollout is expected to proceed promptly.
The scheme was originally announced in November 2022 but faced considerable delays due to concerns raised by telecom operators around financial risks and legal complexities. Those concerns have now largely been addressed through the consultative process, bringing the initiative to the threshold of implementation. A representative of a Chinese telecom firm confirmed that operators are prepared to cooperate fully with the rollout despite certain proposals not having been accepted in the final framework. Discussions with mobile phone manufacturers are also underway to support the scheme from the supply side.
The approved mechanism includes clearly defined consequences for those who default on their installment payments, giving the framework enforceable teeth. Under the finalised plan, devices belonging to defaulters will be blocked through PTA’s Device Identification, Registration and Blocking System. Subscriber identity module cards and telecom services registered against the defaulter’s Computerised National Identity Card will be suspended, and the individual will be restricted from accessing services across other telecom operators as well. However, the government has rejected a proposal submitted by telecom companies to extend punitive measures to defaulters’ bank accounts and credit cards, clarifying that such actions fall under the exclusive jurisdiction of the State Bank of Pakistan and are therefore outside the scope of this initiative. With the policy directive now prepared and awaiting formal notification, the timeline for implementation is contingent on the Ministry of Information Technology issuing the official directive, after which the Smartphone for All scheme is expected to move into its operational phase.
