The Sindh government has taken a concrete step towards digitising its revenue collection machinery, launching the collection of Immovable Property Tax through the Board of Revenue’s e-Stamping platform powered by the Sindh Information Technology Company. The initiative was formalised through a Memorandum of Understanding signed between Sindh Bank, National Bank of Pakistan, and Bank of Punjab in collaboration with the Board of Revenue, local government, and information technology departments, at a ceremony held at the office of Local Government Minister Nasir Shah.
Speaking at the signing ceremony, Minister Nasir Shah stated that the initiative would meaningfully improve transparency in property tax collection and help eliminate the corruption that has historically characterised manual, fragmented revenue processes at the local council level. The existing tax collection system is being upgraded and integrated with the Board of Revenue’s online platform to make property transfers faster, easier, and more transparent for citizens. Under the new arrangement, the Immovable Property Tax will be automatically generated alongside the e-Stamping challan, calculated at one percent of the total property value, removing the need for a separate challan and reducing the administrative burden on both citizens and revenue officials. The minister also noted that the direct collection of stamp duty and related taxes through this unified system would financially benefit local councils and improve their overall performance.
The Sindh Information Technology Company has been the operational force behind the e-Stamping platform since assuming control in September 2025, during which period the system has processed over one million challans and collected more than Pakistani Rupees 18 billion in revenue through 431 bank branches across the province. Zainulabedin Shah, Chief Executive of the Sindh Information Technology Company, noted at the ceremony that the same proven digital infrastructure was now being extended to municipal tax collection, enabling greater efficiency and convenience for citizens who previously had to navigate multiple channels and counters to complete property transfer formalities. The interconnection of the local government, Board of Revenue, and three major banks through a unified online system marks a meaningful shift in how Sindh administers one of its most economically significant revenue streams.
