Sindh Government Approves NED University Science And Technology Park Project In Collaboration With Kuwait’s Enertech

The Sindh government has given its formal approval for the execution of a concession agreement to establish Pakistan’s first university-based Science and Technology Park at NED University of Engineering and Technology in Karachi. The initiative represents a milestone in the country’s education and innovation landscape, combining academic research with private sector investment to promote technological advancement and industry collaboration. The project will be developed within the university’s premises and is envisioned as a modern, environmentally sustainable facility designed to meet global standards in research infrastructure and green architecture.

The Science and Technology Park will be developed in partnership with Enertech Holding Company, a subsidiary of the Kuwait Investment Authority, under a government-to-government (G2G) arrangement and implemented through a public-private partnership (PPP) model. This structure reflects a growing trend of using hybrid investment models to support innovation-driven infrastructure across Pakistan. The agreement outlines provisions for technology transfer, capacity building, and institutional support to ensure the park serves as a hub for innovation, startups, and technology-driven enterprises. The formal signing ceremony between the Sindh government and Enertech Holding is expected to take place by the end of October 2025.

Officials have emphasized that the NED Science and Technology Park will function as a dynamic ecosystem for research and development, connecting academia, industry, and investors under one platform. It will provide shared spaces for startups, research labs, incubation facilities, and collaboration centers that foster innovation and product development in emerging technologies. The initiative is also expected to create employment opportunities for graduates and professionals while promoting a culture of entrepreneurship within the academic community. By offering an environment that nurtures collaboration between university researchers and private enterprises, the park aims to accelerate commercialization of research outcomes and bridge the gap between academic research and industrial application.

The project’s green building design aligns with global sustainability goals and reflects an increasing emphasis on eco-friendly infrastructure in Pakistan’s urban development. With the inclusion of smart technologies for energy efficiency and resource management, the park aims to serve as a model for future science and innovation hubs across the country. The collaboration between NED University and Enertech underscores the potential of international partnerships in advancing Pakistan’s research and technology sectors. As the agreement moves toward signing, stakeholders expect the Science and Technology Park to play a key role in positioning Karachi as a center for technological innovation and industrial collaboration in South Asia.
