The Sindh government has given its formal approval for the execution of a concession agreement to establish Pakistan’s first university-based Science and Technology Park at NED University of Engineering and Technology in Karachi. The initiative represents a milestone in the country’s education and innovation landscape, combining academic research with private sector investment to promote technological advancement and industry collaboration. The project will be developed within the university’s premises and is envisioned as a modern, environmentally sustainable facility designed to meet global standards in research infrastructure and green architecture.
The Science and Technology Park will be developed in partnership with Enertech Holding Company, a subsidiary of the Kuwait Investment Authority, under a government-to-government (G2G) arrangement and implemented through a public-private partnership (PPP) model. This structure reflects a growing trend of using hybrid investment models to support innovation-driven infrastructure across Pakistan. The agreement outlines provisions for technology transfer, capacity building, and institutional support to ensure the park serves as a hub for innovation, startups, and technology-driven enterprises. The formal signing ceremony between the Sindh government and Enertech Holding is expected to take place by the end of October 2025.
Officials have emphasized that the NED Science and Technology Park will function as a dynamic ecosystem for research and development, connecting academia, industry, and investors under one platform.
