PTA Orders Mobile Operators To Get Subscriber Consent For Packages

Pakistan Telecommunication Authority has issued strict instructions to all mobile operators, requiring them to obtain explicit prior consent from subscribers before activating any value-added services or mobile packages. This measure is aimed at addressing growing concerns over unauthorized deductions and ensuring transparency in the telecom sector. Consumers have been advised to regularly monitor and manage their active subscriptions through official mobile operator applications to avoid unexpected charges.

The clarification follows a series of social media complaints regarding mobile tariffs, service quality, and unauthorized deductions. PTA emphasized that its priority remains the protection of consumer rights while maintaining sustainable market conditions. In this context, the authority highlighted the Mobile Tariff Regulations, 2025, which require operators identified as having Significant Market Power to seek prior approval before introducing or revising tariffs. Other operators can set prices based on business considerations but remain subject to regulatory oversight to prevent consumer harm.

PTA also underscored Pakistan’s status as a country with one of the lowest Average Revenue Per User levels and among the most affordable mobile data prices in the region. To improve service quality, the authority announced a spectrum auction scheduled for March 2026, which is expected to prompt significant investment by mobile operators to expand network infrastructure. The investment is anticipated to enhance coverage, increase data speeds, and improve overall network performance for subscribers across the country.

Consumers experiencing service-related issues have been encouraged to report complaints through PTA’s toll-free helpline 0800-55050 or via the Complaint Management System available on its official website. The authority stressed that these measures are part of a balanced regulatory framework, ensuring that subscriber rights are safeguarded while the telecom market remains competitive and sustainable.
