 PTA Opens Class Licenses For District-Level Internet Service Providers Across Pakistan

Pakistan Telecommunication Authority (PTA) has initiated the issuance of Class Licenses for the provision of internet services at the district level, aiming to promote local entrepreneurship and expand broadband access across the country. This move is part of PTA’s ongoing efforts to strengthen Pakistan’s digital infrastructure while supporting small and medium-scale internet service providers. The licenses will be valid for ten years, providing stability for operators planning long-term investments in network expansion and service quality enhancement.

Applicants seeking a Class License are required to pay a one-time Initial License Fee of PKR 300,000, alongside an Annual License Fee of PKR 100,000 for the first year, payable at the time of application submission. Subsequent annual license fees will be subject to a 10% yearly increase. PTA has emphasized adherence to a prescribed application checklist, which must be completed before submission. Applications are being accepted online via PTA’s Online License Portal, while the template for the Class License is available for review on PTA’s License Information Page.

This initiative is expected to foster entrepreneurship at the district level, enabling smaller internet operators to serve local communities and contribute to broadband penetration growth. PTA officials highlighted that the licensing framework is designed to simplify entry for new service providers while maintaining regulatory oversight and service quality standards. By facilitating access to formal licensing, the authority aims to support sustainable expansion of digital services, enhance internet affordability, and bridge connectivity gaps in underserved regions.

PTA has repeatedly emphasized its commitment to digital inclusion, which includes strengthening broadband infrastructure and encouraging competitive service offerings throughout Pakistan. District-level license holders will be able to deploy networks, deliver high-speed internet services, and support digital adoption among businesses, schools, and households. This is aligned with broader national goals of improving digital literacy, increasing access to online resources, and promoting technology-driven economic activity in both urban and rural communities. By opening opportunities for new operators, PTA hopes to complement existing large-scale broadband projects and accelerate progress toward nationwide connectivity.

Experts indicate that providing Class Licenses at the district level can help create a more competitive and resilient telecom sector. Smaller operators, empowered with formal licensing and clear regulatory guidelines, can introduce innovative pricing models, expand service coverage, and reduce the digital divide in Pakistan. PTA’s online application process ensures transparency, efficiency, and timely approvals, making it easier for entrepreneurs to contribute to the country’s evolving digital landscape.
