The Pakistan Telecommunication Authority and Meta have signed a Letter of Intent to establish a collaborative framework focused on promoting youth online safety, digital literacy, and responsible use of digital platforms across the country. The agreement is intended to create a structured basis for ongoing engagement between the regulator and the technology company on issues affecting young internet users in Pakistan.
As part of the collaboration, both organizations will also support open and constructive dialogue aimed at building a shared understanding of content safety practices within the Pakistani context. PTA Chairman Maj Gen (R) Hafeez ur Rehman said the partnership is designed to promote digital literacy, encourage responsible online behavior, and help build a safer and more secure digital environment for people across Pakistan, with particular attention given to children and younger users who make up a growing share of the country’s internet population.
Under the terms of the agreement, PTA and Meta will work together on several fronts, including capacity building initiatives, policy dialogue, public awareness campaigns, and the exchange of global best practices related to youth online safety and digital wellbeing. This kind of structured cooperation is intended to give both the regulator and the platform a clearer channel for addressing emerging concerns as online usage patterns among younger users continue to evolve, particularly as more children and teenagers gain access to smartphones and social media platforms across the country.
The collaboration will also extend to broader engagement on online content governance, regulatory compliance, and initiatives aimed at strengthening overall digital safety standards in Pakistan. By formalizing this relationship through a Letter of Intent, PTA and Meta appear to be laying the groundwork for longer term cooperation on issues that regulators worldwide have increasingly prioritized, including how social media platforms handle harmful content, protect younger users, and support digital literacy efforts among families and educators.
The agreement reflects a broader global trend of technology companies entering into formal arrangements with national regulators to address youth safety concerns on their platforms, as governments continue to scrutinize how social media companies handle content moderation and user protection for younger audiences. For Pakistan specifically, the partnership signals a more coordinated approach between the telecom regulator and one of the country’s most widely used social media platforms, with officials framing the collaboration as a step toward building more consistent digital safety practices as internet adoption continues to expand across different age groups nationwide.
