PM Sets Direction For Single Digital ID Across Services

Chairing a review of the national integrated digital policy framework in Islamabad, Prime Minister Muhammad Shehbaz Sharif said that after full implementation of the national digital vision, citizens will be able to access all public facilities, including document verification, banking services, and health, under a single digital ID. The remarks set the direction for consolidating what has historically been a fragmented set of government digital systems into one unified identity layer.

The prime minister directed that digital transformation be focused first on five priority sectors, including health, agriculture, utilities, housing, and small and medium enterprises, describing these as the areas where citizens will feel the earliest and most visible benefits. In housing, every private and public property will carry a central identification number, while in the small and medium enterprises sector, every business will gain a unique legal identity under the planned framework.

To bring all stakeholders together on the rollout, including the provinces, the prime minister called for an early meeting of the National Digital Commission, signaling an effort to coordinate implementation across federal and provincial levels rather than leaving execution to individual departments. The Prime Minister’s Office described Pakistan Digital Authority as determining an active, prepared direction for government services and the social system, particularly around providing urban facilities to the public.

The momentum behind Pakistan’s digital identity push has drawn attention beyond the country’s borders, with Biometric Update, an international publication focused on digital identity, reporting that Pakistan is fast tracking its digital transformation under the Digital Nation Pakistan Act, 2025, with the law serving as the rulebook, Pakistan Digital Authority as the implementing institution, and Digital Nation Pakistan as the stated end goal. The latest review adds to a series of recent engagements Pakistan Digital Authority has held with institutions including NADRA, the Gates Foundation, and Meta, reflecting a sustained push to translate the national digital identity mandate into services citizens can directly access.
