Petroleum Division has initiated a comprehensive digital track and trace system aimed at improving oversight of fuel distribution and curbing illegal activity across petrol pumps and the wider supply chain. Central to this initiative is the Rahguzar mobile application, which provides verified information on registered and legal petrol pumps, enabling consumers to identify approved fuel stations and avoid unlicensed outlets. The system is designed to enhance monitoring across multiple stages of the fuel supply chain, from terminals to retail points, ensuring transparency and accountability in fuel distribution.
To support effective tracking of oil tankers and deliveries, a joint digital network has been established in collaboration with Oil and Gas Regulatory Authority and Punjab Information Technology Board. This integrated system links fuel tankers, storage terminals, and retail outlets, allowing regulators to track fuel movement in real time. Automated tank gauges and digital nozzles are being installed at petrol pumps to ensure accurate recording of fuel quantity and quality, enhancing both consumer trust and operational efficiency. These measures are part of a broader modernization of fuel infrastructure aimed at digitizing processes and preventing smuggling or fraudulent activity.
Alongside monitoring at petrol pumps, Petroleum Division is upgrading the management of oil and gas exploration and production. A new online portal by Directorate General of Petroleum Concessions will digitize the bidding process for exploration blocks, improving transparency and providing a streamlined interface for industry stakeholders. Additionally, the system for tracking explosives has been activated, enabling authorities to monitor supply chains for hazardous materials in real time. Two phases of this project have already been successfully completed, highlighting the effectiveness of digital tracking in high-risk sectors.
Strengthening enforcement measures, amendments to the Act of 1934 have introduced stricter penalties for illegal sale and transportation of petroleum products. The updated legal framework includes provisions for heavy fines and confiscation of unauthorized fuel shipments, reinforcing regulatory oversight. Separately, Sindh government has announced financial support for traders impacted by fire incidents, demonstrating a combined focus on both enforcement and safety measures. The digital track and trace initiative signals a significant step toward a more transparent, accountable, and technology-driven petroleum sector in Pakistan, integrating mobile monitoring, automated infrastructure, and regulatory updates to protect consumers and support the industry.
