PDA And NADRA Discuss National Digital Identity Framework

Pakistan Digital Authority Chairperson Dr Sohail Munir met with National Database and Registration Authority Chairman Lieutenant General Muhammad Munir Afsar on July 27, 2026, to discuss a coordinated national framework for secure digital identity and to strengthen collaboration on Pakistan’s digital public infrastructure. The discussion centered on trusted data exchange, interoperability, cloud infrastructure, and the governance mechanisms expected to underpin the country’s broader digital transformation agenda.

During the meeting, NADRA shared its national and international experience in designing and implementing digital public infrastructure, including digital identity, civil registration, and secure identity management solutions the authority has deployed both in Pakistan and internationally in Nigeria, Kenya, Sudan, and Somalia. This international track record positioned NADRA as a technical resource for Pakistan Digital Authority as the two institutions look to build out shared identity infrastructure domestically.

The two organizations identified several key areas for collaboration, including advancing digital public infrastructure through a whole of government approach, strengthening digital identity and interoperable government services, and expanding the Shared eKYC ecosystem to support secure digital onboarding, remote biometric verification, and financial inclusion. Additional areas included establishing national interoperability and data governance standards for information exchange between public sector institutions, accelerating implementation of the National Cloud Policy, developing a centralized national data integration framework, and formalizing the Digital Public Infrastructure Council to provide strategic oversight and institutional coordination.

Both organizations reaffirmed their commitment to developing trusted digital identity services, interoperable platforms, national technical standards, and secure digital governance frameworks, continuing implementation of the Digital Nation Pakistan Act, 2025. The meeting adds to a series of engagements Pakistan Digital Authority has held with government institutions and international partners in recent weeks, reflecting the authority’s continued effort to build out the underlying data and identity infrastructure that supports its broader digital public infrastructure agenda.
