Pakistan Telecommunication Authority has initiated a public consultation process on draft class licenses covering intranet data communication, tracking services and voice communication services in Pakistan. The regulatory body announced that it is seeking feedback from industry stakeholders and the general public on the proposed licensing framework as part of efforts to keep pace with the rapid evolution of communication technologies. The consultation process aims to gather views from telecom operators, technology companies, policy experts and consumer groups before finalizing the proposed regulatory structure for these services. Officials stated that the initiative reflects the authority’s ongoing efforts to ensure that the regulatory environment remains aligned with technological developments and emerging communication services.
The consultation involves three separate draft licenses that define the regulatory requirements for different categories of services. These include a Data Class License for intranet data communication and Virtual Private Network services, a Data Class License specifically designed for tracking services, and a Voice Class License for providers offering voice communication services. According to the authority, the proposed licensing framework is intended to establish clearer operational guidelines for service providers while ensuring that the sector continues to operate within a structured regulatory environment. By defining specific categories of licenses, Pakistan Telecommunication Authority aims to streamline the authorization process for companies operating in these segments of the telecommunications market.
Pakistan Telecommunication Authority has invited a wide range of stakeholders to participate in the consultation process. These include telecom consumers, existing license holders, industry experts, policymakers, regulatory bodies and consumer associations. Interested parties have been requested to submit their written comments and feedback on the consultation papers issued by the authority. Stakeholders have been asked to provide responses in a tabulated format addressing the questions outlined in the consultation documents. This approach is intended to facilitate a structured review of the feedback received and allow the authority to evaluate industry perspectives on the proposed licensing structure.
According to the announcement, comments and suggestions should preferably be submitted in electronic format to the Director Strategy and Development at Pakistan Telecommunication Authority headquarters in Islamabad within fifteen days of the publication of the notice. The consultation documents outlining the draft licenses have been made publicly available on the official website of Pakistan Telecommunication Authority. Stakeholders may also send their submissions through electronic mail to the authority for consideration. Officials stated that the feedback received during this consultation will help inform future regulatory decisions and contribute to shaping policies that support the continued development of communication services in Pakistan.
