Pakistan Launches EvalKaar, the Country’s First AI Judge for Transparent Project Evaluation

Pakistan’s artificial intelligence landscape has achieved a major milestone with the introduction of EvalKaar, the country’s first AI Judge, co-created by innovators Ammara Aftab and Faraz Hussain Buriro. The system is designed to enable fair, transparent, and unbiased evaluation of projects, startups, and innovations by eliminating the subjectivity and limitations associated with human judgment. EvalKaar represents a significant step toward integrating ethical AI into Pakistan’s decision-making and innovation ecosystems.

EvalKaar operates as a multimodal AI evaluation system capable of processing diverse formats including text, audio, video, images, and source code. Leveraging advanced machine learning, natural language processing, and computer vision, the system delivers comprehensive assessments within minutes. It evaluates key criteria such as technical feasibility, innovation index, scalability, market readiness, and business potential to generate a consolidated score and recommendation. By automating this process, EvalKaar not only accelerates evaluation timelines but also ensures that every assessment remains consistent, objective, and data-driven.

Recently, EvalKaar was deployed at the Ministry of Planning Development and Special Initiatives during the Uraan AI Hackathon, where it successfully evaluated hundreds of AI-driven projects from across the country. Its implementation demonstrated how technology can enhance transparency and accountability in large-scale evaluations. The system’s success during the hackathon has positioned it as a model for future applications across multiple sectors, including academia, innovation centers, startup incubators, and public sector programs that require unbiased assessments.

Speaking about the innovation, co-creator Ammara Aftab described EvalKaar as a milestone in Pakistan’s responsible and ethical AI journey. She emphasized that the system aligns closely with Pakistan’s National AI Policy and UNESCO’s AI Ethics Framework, promoting the principles of transparency, fairness, and equality. She added that EvalKaar supports the United Nations Sustainable Development Goals (SDGs) by fostering inclusive innovation and ensuring that digital transformation progresses on ethical grounds.

Co-creator Faraz Hussain highlighted the precision and fairness embedded within EvalKaar’s multimodal architecture. He noted that its ability to analyze text, visuals, and code allows it to provide thorough, verifiable evaluations free from bias. The creators envision EvalKaar as a key resource for national institutions, academic boards, and innovation ecosystems to ensure credible and efficient assessment processes.

Aligned with the objectives of Pakistan’s National AI Policy and key SDG targets—particularly SDG 4 (Quality Education), SDG 9 (Industry, Innovation & Infrastructure), and SDG 16 (Peace, Justice & Strong Institutions)—EvalKaar reflects Pakistan’s growing commitment to responsible AI development. Its introduction showcases how technology, ethics, and governance can come together to strengthen institutional integrity and foster trust in automated systems. EvalKaar not only symbolizes Pakistan’s progress in applied AI innovation but also sets the foundation for a future where fairness and intelligence shape the nation’s digital transformation.
