Pakistan Hosts REAIM 2025 Consultations on Responsible Military AI Use

Pakistan hosted the Regional Consultations on Responsible Artificial Intelligence in the Military Domain (REAIM) from June 17 to 19, 2025, in Islamabad. The event served as a strategic platform to bring together regional voices on the critical issue of AI applications in military operations. Delegations from 17 countries across West Asia, including participants from South Asia, Central Asia, and the Middle East, attended the event along with representatives from academic and research institutions. The consultations were co-hosted by the Netherlands, Republic of Korea, and Spain, with the support of UNIDIR, whose team played a key role in facilitating the proceedings.

Participants engaged in a series of collaborative sessions, including detailed breakout discussions and tabletop exercises that delved into the operational and ethical implications of AI integration into military systems. These sessions aimed to highlight how artificial intelligence is increasingly becoming a central element in military planning and execution, and how such developments are impacting regional peace and security dynamics.

The agenda focused on understanding the risks and responsibilities associated with deploying AI-powered systems in defense environments. Discussions emphasized the need for clear frameworks to govern AI use in the military sector to avoid unintended escalations and ensure compliance with international laws. Various case scenarios were examined to simulate decision-making processes involving AI in combat, surveillance, and strategic command roles, underlining the growing complexity of autonomous systems in modern warfare.

The presence of academic experts added depth to the discussions by offering multidisciplinary perspectives, from technological feasibility to legal and ethical oversight. Representatives from participating nations shared their respective experiences and national approaches toward managing AI capabilities in the context of defense, offering comparative insights that enriched the regional dialogue.

The successful organization of the REAIM consultations in Islamabad marks an important step for Pakistan in contributing to the evolving global discourse on responsible AI governance in military domains. Hosting such a platform allowed regional actors to collectively explore the challenges and opportunities posed by AI in defense, aiming to strengthen mutual understanding and promote responsible innovation. The collaboration with international co-hosts and UNIDIR reinforced the shared objective of fostering transparency and cooperation in this fast-evolving area.
