The Ministry of National Health Services, Regulations and Coordination and Pakistan Digital Authority (PDA) have reviewed progress on three digital health initiatives aimed at improving how medical information and healthcare services are managed across Pakistan. The meeting focused on the Universal Medical Record (UMR), Health Complaint Management System and HMIS-SAP, with Federal Health Minister Syed Mustafa Kamal chairing the session. Saflain Haider, Executive Director of the Digital Innovation Lab for the Health Sector at PDA, briefed the minister on the progress of the initiatives and discussed the way forward for their implementation.
At the centre of the discussion is the Universal Medical Record, which is intended to create a unified digital health record that can follow an individual across different healthcare facilities. Instead of a patient’s medical history remaining divided across separate hospitals and clinics, the UMR approach would allow relevant health information to be maintained as a connected record. From a technology perspective, such a system depends on digital records being structured in a way that allows authorized healthcare institutions to access and exchange information while maintaining appropriate governance over sensitive medical data.
The Health Complaint Management System addresses another part of healthcare digitization by providing a structured digital mechanism for managing complaints and related information. Meanwhile, HMIS-SAP focuses on information generated by the health system itself, including data related to healthcare facilities, staffing, supplies and service delivery. Connecting these systems can allow information to move between different parts of the healthcare network instead of remaining within isolated databases or institutional systems. The interoperability of these platforms is therefore an important part of the digital health architecture being discussed by PDA and the Ministry of Health.
The initiatives reflect a broader effort to use digital infrastructure to connect healthcare institutions and improve the way health information is managed. A Universal Medical Record can provide greater continuity of information for patients, while health management and complaint systems can give authorities a more structured view of service delivery and issues reported across the system. For these platforms to work together effectively, interoperability, data governance and controlled information exchange will remain central to their implementation as Pakistan develops a more connected digital health environment.
