Pakistan Digital Authority (PDA) is hiring a Financial Analyst for a contract based, on-site position in Islamabad, with the role attracting over 100 applicants since being posted. According to the job listing, the Financial Analyst will provide analytical and decision-support assistance to executive management by delivering timely, accurate, and insightful financial analysis, supporting day-to-day management decisions, strategic planning, budgeting, and performance monitoring. The position is framed around ensuring effective utilization of public funds, financial discipline, and alignment with the Authority’s objectives and the National Digital Masterplan, tying the role directly to PDA’s broader institutional mandate under the Digital Nation Pakistan Act 2025.

The role’s responsibilities span a fairly comprehensive range of financial functions, including providing ad hoc analyses and scenario modeling to inform operational and strategic decisions, analyzing budget utilization and expenditures against approved plans to identify variances and risks, and supporting the preparation of budgets, forecasts, and financial projections. The analyst will also prepare periodic management reports, dashboards, and briefing notes highlighting key financial indicators and recommendations, while assisting in evaluating the financial implications of projects, procurements, contracts, and policy proposals in line with approved budgets and financial rules. This breadth of responsibilities suggests the position sits close to executive decision making rather than functioning as a purely back office accounting role.

Additional duties include supporting cash flow analysis and monitoring to ensure timely availability of funds, assisting in financial data consolidation for internal reviews, audits, and reporting to oversight bodies, and maintaining financial models, databases, and analytical tools to support evidence based decision making. The role also requires coordination with finance, procurement, and program teams to ensure consistency of financial data and assumptions, along with ensuring compliance with applicable financial rules, regulations, ethical standards, and internal controls under the Digital Nation Pakistan Act. Candidates need a minimum bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related discipline, with professional certifications like ACCA, CA, CMA, CPA, or CFA preferred but not mandatory, alongside at least four years of relevant experience in financial analysis, budgeting, or performance analysis.

Experience within public sector organizations, autonomous bodies, regulatory authorities, or donor funded projects is listed as preferred, along with demonstrated experience preparing analytical reports for senior management and familiarity with public sector financial rules and audit requirements. The listing adds to a series of positions PDA has advertised as it builds out its organizational structure, following earlier postings such as an Executive Director role for its National Digital Innovation Lab focused on financial services, which required 12 years of experience and leadership of teams of at least 15 people.
