Pakistan Digital Authority Chairperson Dr. Sohail Munir addressed participants at the 16th National Media Workshop held at the National Defence University Islamabad, where he emphasized the importance of building a trusted digital infrastructure to strengthen information integrity in the digital era. Participating in a panel discussion titled “Technology & Media: Latest Trends,” Dr. Munir joined experts to discuss the growing challenges posed by rapidly evolving technologies and the spread of misinformation. As the Distinguished Visiting Fellow, he delivered the closing address of the session under the title “Truth as Infrastructure,” presenting his perspective on how technology, governance, media, and citizens can collectively contribute to a more reliable digital information ecosystem.
During his address, Dr. Sohail Munir noted that technological innovation is advancing rapidly while public trust continues to depend on the strength of institutions. He explained that society is increasingly facing a gap between technological progress and the mechanisms used to verify the authenticity of information. Referring to the growing volume of digital content and shorter public attention spans, he observed that studies have shown false information often spreads more quickly and reaches wider audiences than verified facts. Rather than focusing primarily on disproving inaccurate information after it has circulated, he proposed a strategic shift toward making truthful information easier to verify from its source. According to him, strengthening the infrastructure that supports trusted information can reduce opportunities for misinformation to spread across digital platforms.
Dr. Munir outlined three key areas that he believes are essential for building this trust based digital framework. The first is provenance, which involves establishing systems that enable authentic digital content to carry verifiable credentials from its original source. He noted that under the Digital Nation Pakistan Act 2025, Pakistan Digital Authority is already working to develop national digital identity and trust services that can support this objective. The second area is governance, where he highlighted the importance of creating legal frameworks requiring synthetic or AI generated content to clearly identify itself. The third area focuses on strengthening the human element through education and digital literacy so that citizens can better distinguish verified information from misleading content and make informed decisions before sharing information online.
Dr. Sohail Munir also stressed that building a trusted digital environment cannot be achieved by a single institution alone. He said meaningful collaboration among government institutions, media organizations, technology stakeholders, and the public will be necessary to create an ecosystem where reliable information can be verified more easily and misinformation has less opportunity to spread. He emphasized that developing digital infrastructure focused on trust requires both technological solutions and informed citizens who actively verify information before amplifying it. Concluding his address, Dr. Munir stated that defending truth is closely linked with protecting national sovereignty, emphasizing that strengthening trust in digital information is essential for ensuring Pakistan remains in control of its own narrative in an increasingly digital world.
