The Pakistan Digital Authority (PDA) has appointed Rizwan Haider as its Company Secretary, bringing experience in corporate governance, regulatory affairs, statutory compliance and digital identity systems to the government body responsible for coordinating Pakistan’s digital transformation. The appointment was announced by the authority, which welcomed Haider as part of its efforts to build the institutional framework supporting the country’s digital development. He joins the PDA from NADRA Technologies Limited (NTL), where he served as Company Secretary and handled board affairs, corporate governance and regulatory responsibilities. His experience across identity management, public-sector operations and technology-related projects is relevant to the authority’s work on digital public infrastructure and coordinated government services.

Haider spent a significant part of his professional career at the National Database and Registration Authority (NADRA), where he contributed to the development and implementation of identity-related services. According to the PDA announcement, he was part of the team involved in introducing smart card technology and machine-readable documents in Pakistan. His experience also extended to civil registration and identity projects in other countries, including Bangladesh’s driving licence project with the Bangladesh Road Transport Authority, as well as projects in Saudi Arabia and Kenya. These assignments reflect the role of identity systems in public administration, where reliable records and secure identification can support the delivery of government services. His background provides experience in systems that underpin digital identity and other components of digital public infrastructure.

During his work in NADRA’s Islamabad region, Haider held responsibilities related to verification and operations. The PDA said he led teams that became the best-performing in the country and introduced process improvements that reduced citizen waiting times by more than 20 percent. These operational changes are relevant to public-sector digitalisation, where improvements in verification procedures and administrative workflows can affect how efficiently citizens access services. His career has also included roles outside NADRA. He served as Chief Marketing Officer at Expert Systems (Pvt.) Ltd. and as Business Development Manager at InfoTech Group, where he worked on e-governance projects for government clients. At Fauji Foundation, he worked as Manager Finance and Accounts, established a new department and served as the financial lead for a Build-Operate-Transfer project that was later acquired by NADRA. This combination of operational, financial and technology-sector experience forms part of the professional background he brings to the PDA.

The appointment comes as Pakistan works to develop digital public infrastructure and coordinate technology initiatives across government institutions. The PDA was established under the Digital Nation Pakistan Act, 2025, and is mandated to coordinate digital transformation efforts, develop the National Digital Masterplan and support frameworks for digital identity, data governance and interoperable public services. The authority has also identified coordination with NADRA as an important part of its digital infrastructure agenda, including work involving trusted data exchange, identity systems and shared electronic know-your-customer services. Haider’s experience in corporate governance and identity-related operations may support the institutional processes required to manage such initiatives, although the PDA has not announced specific projects assigned to him following his appointment. The authority also highlighted his role as the main presenter for NADRA Technologies Limited’s first multiple competitive wins at the Pakistan IT Industry Association (P@SHA) Awards 2025. His appointment adds an experienced governance professional to an organisation tasked with helping shape Pakistan’s digital public services and technology frameworks.
