Pakistan Developing Unified Super App to Centralize e-Govt Services

Pakistan is preparing to launch a national Super App and web portal to unify e-government services across federal ministries and provincial departments. The digital platform is being designed as a centralized gateway for citizens and businesses to access a wide range of public services and information, enabling more seamless, efficient, and inclusive government interaction. By consolidating siloed systems into a single, intuitive interface, the initiative aims to enhance user experience, streamline service delivery, and promote transparency in government operations.

This project is being implemented under the Digital Economy Enhancement Project (DEEP) and involves engaging a qualified consultancy firm to design, customize, and implement the Super App along with its accompanying web portal. The selected firm will utilize a proven Super App framework to rapidly deliver a scalable, modular ecosystem capable of onboarding new services and adapting to future requirements. The platform is intended to be citizen-centric, secure, and interoperable with key national digital infrastructure components, including Pakistan’s national digital ID system and data exchange layers.

The Super App and portal will serve as a one-stop solution for accessing G2C (government-to-citizen) and G2B (government-to-business) services. Key design goals include providing 24/7 access to public services from any device and in multiple languages, simplifying navigation through features like single sign-on using national ID credentials, and offering personalized dashboards for individuals and businesses. This user-focused approach is expected to make government processes more accessible and inclusive, particularly for underrepresented and remote communities.

On the operational side, the platform aims to digitize workflows and enable real-time digital communication through features such as automated notifications, status tracking, and online payments. These improvements are expected to significantly reduce manual intervention, shorten service turnaround times, and cut operational costs. By promoting automation and better compliance mechanisms, the platform may also contribute to improved revenue collection through more efficient payment of government fees and taxes.

The broader architectural vision behind the initiative includes the development of a Pakistan Digital Government Enterprise Architecture. This architecture will establish unified principles and standards across technology, service design, business processes, and information management. The Super App will act as a key implementation of this architecture, bridging departmental divides and enabling data interoperability through a shared infrastructure.

Security and trust are central pillars of the platform, with robust data protection protocols aligned with Pakistan’s emerging Personal Data Protection Bill and international standards such as GDPR. Integration with NADRA’s digital ID system will enable biometric authentication and secure user access to services, reinforcing trust in the digital infrastructure.

To ensure future adaptability, the platform will support sustainability features including in-app advertisements, premium services, and partner offerings. While the Super App will initially be offered free of charge, it is being architected to enable potential monetization through subscription models and service fees as adoption scales. The selected consultancy will be responsible for complete solution delivery—from system design and cloud deployment to training, documentation, and post-implementation support. All procurement will follow World Bank guidelines to maintain transparency, accountability, and alignment with international best practices throughout the project lifecycle.
