Pakistan has operationalized the integration of its Pakistan Single Window (PSW) with Hong Kong’s ValidAP platform, enabling electronic trade documents to be digitally verified for authenticity and integrity without requiring the underlying documents or their sensitive information to be transmitted or stored on the verification platform. The integration became operational on September 25, 2026, marking another development in Pakistan’s digital trade infrastructure. ValidAP is a blockchain-based digital document verification platform developed and hosted by Hong Kong’s Customs and Excise Department. It uses cryptographic technology to allow authorities to verify electronic trade documents while keeping the actual document data outside the verification platform. The system is designed to provide a mechanism through which documents issued electronically through PSW can be checked for authenticity and whether they have been altered.
Under the ValidAP system, a unique digital fingerprint, known as a hash, is generated for an electronic trade document. The fingerprint can then be used to verify the document without transferring the original file or its sensitive information to the verification platform. This approach allows authorities and other relevant parties to confirm that a document is genuine and remains unchanged while limiting the exposure of the underlying trade information. ValidAP uses cryptographic technology and blockchain as part of its verification mechanism, while the platform is hosted on Hong Kong’s Government Cloud Infrastructure Services. According to Hong Kong’s Digital Policy Office, document content is not uploaded to ValidAP or transmitted over the internet, reducing the need to share sensitive document information during the verification process.
The development follows a Memorandum of Understanding signed between Pakistan Customs and Hong Kong’s Customs and Excise Department on May 18, 2026, formalizing Pakistan Customs’ participation in ValidAP. Pakistan is the first country to join the platform, while the PSW integration represents the country’s first implementation of ValidAP-based digital document verification. The integration connects Pakistan’s digital trade infrastructure with a regional platform designed to support trusted electronic document verification. By linking PSW with ValidAP, electronically issued trade documents can be independently authenticated without relying on conventional paper-based verification procedures. The initiative also reflects cooperation between customs administrations in applying digital technologies to cross-border trade processes.
The integration is expected to reduce reliance on paper-based verification and support faster processing of international trade documentation by allowing electronic documents to be independently verified. It also provides a mechanism for building trust in digital trade documents while maintaining the confidentiality of the information contained in those documents. For Pakistan, the operationalization of the PSW and ValidAP connection adds another digital layer to the country’s trade facilitation infrastructure, where documents can be issued electronically and verified through cryptographic methods.
