OIC-COMSTECH and Huawei are set to jointly organise a seminar titled “The Infrastructure of Autonomy: 5G and Digital Sovereignty” on April 15, 2026, at the OIC-COMSTECH Secretariat in Islamabad, bringing together technology policy voices, industry stakeholders, and institutional representatives to examine one of the most consequential questions facing nations in the current era of digital transformation. The event will be held in conjunction with the formal launch of the COMSTECH-Huawei ICT Academy, marking a significant institutional development in the partnership between the two organisations and signalling a deepening collaboration around building technology capacity within the Organisation of Islamic Cooperation member states.

The seminar addresses a set of concerns that have grown increasingly urgent as fifth generation networks become the backbone of modern economies and as artificial intelligence and cybersecurity move from peripheral considerations to central pillars of national economic strategy. At its core, the discussion centres on how nations can design, deploy, and operate high-performance digital infrastructure while retaining meaningful sovereignty over their digital borders, ensuring data residency within their jurisdictions, and preserving full strategic autonomy in their technology decision-making. These are questions that carry particular weight for developing and emerging economies, many of which are in the process of building out their fifth generation network ecosystems and must navigate complex choices around technology partnerships, regulatory frameworks, and the long-term implications of infrastructure dependencies on their broader geopolitical and economic positioning.

The formal launching of the COMSTECH-Huawei ICT Academy alongside the seminar adds a practical, capacity-building dimension to what might otherwise be a purely policy-oriented event. The academy represents a structured commitment to developing technology talent within the member states of the Organisation of Islamic Cooperation, equipping professionals and institutions with the skills needed to engage meaningfully with advanced network technologies and the wider digital economy. For Pakistan, which is actively working through its own fifth generation rollout strategy and has placed digital transformation at the centre of its economic agenda, the hosting of this event in Islamabad carries additional significance. Those interested in attending and contributing to the discussion can register through the official event page at https://comstech.org/the-infrastructure-of-autonomy-5g-and-digital-sovereignty/.
