The National Information Technology Board (NITB) has introduced a digital property exchange feature through the Pak App, enabling property owners in Islamabad to complete the e-registration process for exchanging properties through a digital platform. The initiative is intended to make property transfers more accessible while improving transparency and document verification during the exchange process. According to NITB, the feature provides a digital route for exchanging properties, allowing the parties involved to prepare and submit the required information without relying entirely on conventional paperwork-based procedures. The announcement highlights the government’s continuing efforts to move public services onto digital platforms and simplify interactions between citizens and relevant authorities. By integrating property exchange functionality into Pak App, NITB aims to provide users with a more convenient way to initiate the process while ensuring that the necessary ownership and legal documentation is available for verification.

Under the process outlined by NITB, applicants must provide valid ownership documents for both properties involved in the exchange. The required paperwork also includes proof that applicable stamp duty and Federal Board of Revenue taxes have been paid. These documents are intended to establish ownership and demonstrate that the relevant tax obligations have been addressed before the transaction proceeds. Applicants must also provide a no-objection certificate, where applicable, from the Capital Development Authority or the relevant private housing society. In addition, details of both executants and the witnesses involved in the transaction must be submitted. These requirements make documentation an important part of the digital registration process, as the exchange still depends on verifying ownership, tax compliance and the parties involved. Applicants will need to ensure that their records are complete and accurate before proceeding through the application.

The Pak App e-registration feature is aimed at digitising an administrative process that can otherwise involve multiple documents and interactions with relevant offices. Providing information through a digital platform may help applicants organise the required paperwork and understand the documentation needed for a property exchange. The involvement of ownership records, tax clearances and relevant NOCs also highlights the importance of coordination between the digital service and the authorities responsible for property administration. However, NITB’s announcement does not specify whether every stage of the exchange can be completed remotely, how long verification will take or whether applicants may still need to visit an office for particular approvals. Property owners should therefore review the applicable requirements and confirm any additional procedural steps before assuming that the entire transaction can be completed online.

NITB has encouraged citizens to download Pak App to access the e-registration feature. The application is available through Android and iOS download links shared in the board’s announcement. The initiative forms part of Pakistan’s broader e-governance efforts, which seek to make government services more accessible through digital platforms and reduce dependence on paper-based processes. For property owners in Islamabad, the availability of a digital property exchange facility offers another channel for handling registration-related requirements, provided that all necessary documentation and approvals are in place. The feature’s practical impact will depend on how efficiently applications are processed, how property records are verified and how effectively the platform coordinates with the relevant authorities. NITB has presented the service as a way to make property exchange more convenient, transparent and secure through digital registration.
